August Farm Prices Received Index Up 3 Points The preliminary All Farm Products Index of Prices Received by Farmers in August, at 145 percent, based on 1990-1992=100, increased 3 points (2.1 percent) from July. The Crop Index is up 5 points (3.3 percent) and the Livestock Index increased 1 point (0.8 percent). Producers received higher prices for wheat, corn, milk, and cattle and lower prices for broilers, lettuce, onions, and cantaloups. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of cattle, grapes, sweet corn, and potatoes offset decreased marketings of wheat, hay, strawberries, and milk. The preliminary All Farm Products Index is up 19 points (15 percent) from August 2009. The Food Commodities Index, at 145, increased 3 points (2.1 percent) from last month and increased 21 points (17 percent) from August 2009. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 182 percent of the 1990-1992 average. The index is unchanged from July but 5 points (2.8 percent) above August 2009. Lower prices in August for nitrogen, feeder pigs, feeder cattle, and hay & forages offset higher prices for concentrates, diesel, feed grains, and LP gas. Prices Received by Farmers The August All Farm Products Index is 145 percent of its 1990-1992 base, up 2.1 percent from the July index and 15 percent above the August 2009 index. ALL CROPS: The August index is 155, up 3.3 percent from July and 6.2 percent above August 2009. Index increases for food grains, feed grains & hay, fruits & nuts, and oilseeds more than offset the index decreases for commercial vegetables and cotton. Food Grains: The August index, at 186, is 22 percent above the previous month and 10 percent above a year ago. The August all wheat price, at $5.56 per bushel, is up $1.06 from July and 71 cents above August 2009. Feed Grains & Hay: The August index is 157, up 4.0 percent from last month and 6.1 percent above a year ago. The corn price, at $3.65 per bushel, is up 16 cents from last month and 32 cents above August 2009. The all hay price, at $111 per ton, is down $1.00 from July but up $7.00 from last August. Sorghum grain, at $6.28 per cwt, is 31 cents above July and 91 cents above August last year. Cotton: The August index, at 103, is down 7.2 percent from July but 30 percent above last year. The August price, at 62.6 cents per pound, is down 4.7 cents from the previous month but 14.9 cents above last August. Oilseeds: The August index, at 179, is up 2.9 percent from July but 6.8 percent lower than August 2009. The soybean price, at $10.10 per bushel, increased 31 cents from July but is 70 cents below August 2009. Fruits & Nuts: The August index, at 158, is up 3.9 percent from July and 12 percent higher than a year ago. Price increases for strawberries, lemons, grapes, and apples more than offset price decreases for pears, oranges, and grapefruit. Commercial Vegetables: The August index, at 149, is down 7.5 percent from last month but 6.4 percent above August 2009. Price declines for lettuce, onions, broccoli, and cantaloups more than offset price increases during August for sweet corn and tomatoes. Potatoes & Dry Beans: The August index, at 156, is up 4.7 percent from last month but 5.5 percent below August 2009. The all potato price, at $9.16 per cwt, is up 33 cents from July but down 45 cents from last August. The all dry bean price, at $27.50 per cwt, is up $1.60 from the previous month but $4.50 below August 2009. LIVESTOCK & PRODUCTS: The August index, at 133, is 0.8 percent above last month and up 22 percent from August 2009. Compared with a year ago, prices are higher for milk, cattle, hogs, broilers, turkeys, calves, and eggs. Meat Animals: The August index, at 128, is up 2.4 percent from last month and 23 percent higher than last year. The August hog price, at $61.30 per cwt, is up $2.80 from July and $24.00 higher than a year ago. The August beef cattle price of $93.20 per cwt is up $1.60 from last month and $12.80 higher than August 2009. Dairy Products: The August index, at 127, is up 3.3 percent from a month ago and 37 percent higher than August last year. The August all milk price of $16.60 per cwt is up 60 cents from last month and up $4.50 from August 2009. The fluid grade milk price is up 60 cents and the manufacturing grade milk price is up $1.00 from the previous month. Poultry & Eggs: The August index, at 149, is down 2.6 percent from July but 13 percent above a year ago. The August market egg price, at 62.4 cents per dozen, increased 9.6 cents from July and is 3.9 cents above August 2009. The August broiler price, at 48.0 cents per pound, is down 3.0 cents from July but 5.0 cents above a year ago. The August turkey price, at 66.3 cents per pound, is up 1.6 cents from the previous month and 15.2 cents higher than a year earlier. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 182 (1990-1992=100), is unchanged from July 2010 but is up 2.8 percent from August 2009. PRODUCTION INDEX: The August index, at 186, increased 0.5 percent from last month and 3.3 percent from last year. Higher prices in August for concentrates, diesel, feed grains, and LP gas more than offset lower prices for nitrogen, feeder pigs, feeder cattle, and hay & forages. Feed: The August index, at 179, increased 1.7 percent from July but decreased 2.7 percent from last August. Higher prices for concentrates, feed grains, and complete feeds more than offset lower prices for hay & forages and supplements. Livestock & Poultry: The August index, at 133, decreased 1.5 percent from last month but increased 20 percent from last year. Prices are lower for feeder pigs and feeder cattle. The August feeder cattle price, at $111.40 per cwt, is down 40 cents from the July price. August feeder pigs averaged $138.00 per cwt, down $17.00 from July. Fertilizer: The August index, at 234, is down 1.7 percent from July and is 2.9 percent below August a year ago. Lower prices for nitrogen and mixed fertilizer more than offset higher prices for potash & phosphate. Chemicals: The August index, at 145, increased 0.7 percent from July but is unchanged from last August. Compared with July, prices are higher for herbicides, insecticides, and fungicides/other. Fuels: The August index, at 277, is up 2.2 percent from a month earlier and is 14 percent above August 2009. Compared with last month, prices are higher for diesel, LP gas, and gasoline. Machinery: The August index, at 227, is unchanged from July but is 0.4 percent above last August. Lower prices for self-propelled machinery offset higher prices for other machinery. CONSUMER PRICE INDEX: The July 2010 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased slightly before seasonal adjustment to a level of 218.011 (1982-1984=100). The June index is 217.965. For the 12-month period ending in July, the overall index increased 1.2 percent. Reliability of Prices Paid Estimates Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each March to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual March Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely for March when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization for the March data are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-1992 reference and base period replaced the 1977 reference and 1971- 1973 base weight period. Five-year moving average weights replaced the current fixed 1971-1973 base period weights. The 1910-1914=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-1992=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
