January 1 Cattle Inventory Down 2 Percent All cattle and calves in the United States as of January 1, 1998, totaled 99.5 million head, 2 percent below the 101.5 million on January 1, 1997 and 4 percent below the 103.5 million two years ago. All cows and heifers that have calved, at 42.9 million, were 2 percent below the 43.6 million on January 1, 1997 and 4 percent below the 44.6 million two years ago. Beef cows, at 33.7 million, were down 2 percent from January 1, 1997 and 4 percent below two years ago. Milk cows, at 9.19 million, were down 1 percent from January 1, 1997 and 2 percent below two years ago. Other class estimates on January 1, 1998, and the changes from January 1 last year and two years ago, respectively, are as follows: All heifers 500 pounds and over, 19.7 million, down 3 percent and down 2 percent. Beef replacement heifers, 5.75 million, down 5 percent and down 7 percent. Milk replacement heifers, 3.98 million, down 2 percent and down 3 percent. Other heifers, 10.0 million, down 2 percent and up 1 percent. Steers weighing 500 pounds and over, 17.2 million, down 1 percent and down 3 percent. Bulls weighing 500 pounds and over, 2.27 million, down 3 percent and down 5 percent. Calves under 500 pounds, 17.4 million, down 3 percent and down 6 percent. All cattle and calves on feed for slaughter, 13.6 million, up 3 percent and up 5 percent. Calf Crop Down 3 Percent The 1997 calf crop was estimated at 38.7 million, down 3 percent from 1996 and down 4 percent from 1995. Calves born during the first half of the year are estimated at 28.5 million, down 3 percent from both 1996 and 1995. Cattle Operations Down 2 Percent The number of operations with cattle totaled 1,167,910 during 1997, down 2 percent from 1996 and 4 percent below 1995. Beef cow operations in 1997 were down 2 percent from 1996 and 3 percent below 1995. Milk cow operations were 8 percent below last year and 15 percent below two years ago. The three operation classes, cattle, beef cows and milk cows, are classified into size groups independently. Therefore, it is possible to have more beef cow operations in a particular size group than cattle operations. As an example, an operator with 75 cattle and 40 beef cows would be classified in the 50-99 size group for cattle and the 1-49 size group for beef cows. Revisions Minor revisions were made to the 1997 estimates based on the current and previous survey data, livestock slaughter, and trade data. The revisions raised the all cattle and calves estimate 0.2 percent. Calves and calf crop estimates were raised 1.3 percent and 0.5 percent respectively. This report was approved on January 30, 1998. Reliability of January 1 Cattle and Calves Estimates Survey Procedures: A random sample of U.S. producers was surveyed to provide data for these estimates. Survey procedures ensured that all cattle producers, regardless of size, had a chance to be included in the survey. Large producers were sampled more heavily than small operations. Data were collected from about 50,000 operators during the first half of January by mail, telephone, and face-to-face personal interviews and 83 percent of the reports were usable. Regardless of when operators responded, they were asked to report inventories as of January 1. Estimating Procedures: These cattle estimates were prepared by the Agricultural Statistics Board after reviewing recommendations and analysis submitted by each State office. National and State survey data were reviewed for reasonableness with each other and with estimates from the previous year using a balance sheet. The balance sheet begins with the previous inventory estimate, adds to it estimates of births and imports, and subtracts estimates of slaughter, exports, and deaths. This indicated ending inventory level is compared to the Agricultural Statistics Board estimate for reasonableness. Revision Policy: Revisions to previous estimates are made to improve year to year and item to item relationships. Estimates for the previous year are subject to revision when current estimates are made. The reviews are primarily based on livestock slaughter and additional foreign trade and survey data. Estimates will also be reviewed after data from the Department of Agriculture five-year Census of Agriculture are available. No revisions will be made after that date. Reliability: Since all cattle operators are not included in the sample, survey estimates are subject to sampling variability. Survey results are also subject to non-sampling errors such as omissions, duplications, and mistakes in reporting, recording, and processing the data. The effects of these errors cannot be measured directly. They are minimized through rigid quality controls in the data collection process and through a careful review of all reported data for consistency and reasonableness. To assist users in evaluating the reliability of estimates in this report, the "Root Mean Square Error" is shown for selected items in the table on the next page. The "Root Mean Square Error" is a statistical measure based on past performance and is computed using the differences between first and latest estimates. The "Root Mean Square Error" for cattle inventory estimates over the past 20 years is .6 percent. This means that chances are 2 out of 3 that the final estimate will not be above or below the current estimate of 99.5 million head by more than .6 percent, or about 597,000 head. Chances are 9 out of 10 that the difference will not exceed 1.0 percent, or about 995,000 head (the 90 percent confidence level). The table below also shows a 20 year record of the range of differences between first and latest estimates for selected items. Using estimates of all cattle and calves as an example, changes between the first inventory estimate and the latest estimate during the past 20 years have averaged 451,000 head, ranging from 0 to 1,419,000 head. During this period the initial inventory estimate has been below the final estimate 5 times and above the final estimate 14 times. This does not imply that the January 1 estimate is likely to understate or overstate final inventory.
