U.S. Total Farm Production Expenditures1 Down in 2009 Lower Fuel Expenditures Leads Decline U.S. Total Farm Production Expenditures totaled $287.4 billion in 2009 down from $307.0 billion in 2008. This is the first major decline of farm expenditures since 1986. The 2009 Total Expenditures fell 6.4 percent compared to the 2008 rise of 8.3 percent. Total Expenditures for 2008 remain unchanged from a year ago. Two expense items showing increases from the previous year were; Rent, up 0.9 percent, and Seed and Plants, up 2.6 percent. Major factors that impacted expenditures this year were general economic conditions and the price of crude oil. The sharp decline in petroleum prices was a major factor affecting Total Expenditures. Fuels, down 22.5 percent over previous year, had the largest decrease of any capital or non-capital expense. The decreasing cost of crude oil also contributed to the drop of Fertilizer and Agricultural Chemicals in 2009. Total Fuels Expense was $12.4 billion dollars. Diesel, the largest sub-component, was $7.2 billion accounting for 58.2 percent of the total Fuels Expense. Diesel expenditures were down 26.8 percent in 2009. Gasoline was $2.4 billion, down 19.3 percent. LP Gas was $2.0 billion, down 3.9 percent. Other Fuels were $0.8 billion, down 27.3 percent. Expenditures with the largest percentage drop were: Fuels, down 22.5 percent; Other Farm Machinery, down 20.3 percent; Tractors and Self Propelled Machinery, down 18.4 percent; Farm Improvements, down 10.8 percent; and Fertilizer, Lime, and Soil Conditioners, down 10.7 percent The four largest expenditures at the U.S. level totaled $136.1 billion and accounted for 47.4 percent of Total Expenditures in 2009. They were Feed, 15.7 percent; Farm Services, 12.7 percent; Labor, 10.0 percent; and Livestock and Poultry Purchases, 9.0 percent. In 2009, the U.S. Total Farm Expenditure average per farm was $131,137 compared with $140,075 in 2008, a decrease of 6.4 percent. On average, U.S. farm operations spent: $20,533 on Feed, $16,609 on Farm Services, $13,141 on Labor, $11,818 on Livestock and Poultry Purchases, $9,171 on Fertilizer, Lime, and Soil Conditioners, and $10,312 on Rent. For 2008, U.S. farms spent an average of: $21,398 on Feed, $17,337 on Farm Services, $12,912 on Livestock and Poultry Purchases, $13,550 on Labor, and $10,220 on Rent. The top three average per farm expenditures with the largest dollar decrease were: Fuels down $1,642 or 22.5 percent; Fertilizer, Lime and Soil Conditioners, down $1,094, or 10.7 percent; and Livestock and Poultry Purchases, down $1,094, or 8.5 percent. All other per farm average decreases were down less than $1,000 dollars per farm. The U.S. Economic Sales Class contributing most to the 2009 U.S. Total Expenditures was the $1,000,000 - $4,999,999 class, with expenses of $75.4 billion, 26.2 percent of the U.S. total, down 9.3 percent from the 2008 level of $83.1 billion. It was followed by the $5,000,000 and Over class with $51.0 billion (2008 - $57.4 billion) and the $500,000 - $999,999 class with $49.3 billion (2008 - $51.9 billion). -- continued U.S. Total Farm Production Expenditures Down in 2009 (Continued) Average 2009 Total Expenditures for the largest economic class of farms ($5 million and Over) were $10.3 million. That is 6.2 times larger than the next largest economic class with farms $1,000,000 - $4,999,999 averaging $1.7 million followed by the $500,000 - $999,999 economic class of farms averaging $0.7 million. In 2009, Crop Farms expenditures decreased to $158.5 billion, down 4.6 percent and Livestock Farms expenditures also decreased to $128.9 billion, down 8.5 percent. The largest expenditures for Crop Farms were Farm Services at $21.7 billion, (13.7 percent); Labor at $20.0 billion, (12.6 percent); Rent at $18.9 billion, (11.9 percent). Combined crop inputs (chemicals, fertilizers, and seeds) were $41.7 billion, accounting for 26.3 percent of Crop Farms total expenses. The largest expenditures for Livestock Farms were Feed at $41.1 billion, (31.9 percent); Livestock and Poultry Purchases, at $22.9 billion, (17.8 percent); Farm Services at $14.7 billion, (11.4 percent), together account for 61.0 percent of Livestock Farms total expenses. The average Total Expenditure for a Crop farm was $161,073 compared with $106,740 per Livestock farm. Total Expenditures by Region13 were down for all five regions in 2009. The Atlantic had the largest decrease at 8.7 percent, followed by the Plains down 8.4 percent. Total Expenditures for the South decreased 7.8 percent; the West decreased 6.1 percent; and the Midwest decreased only 3.5 percent. The Midwest region contributed the most to U.S. Total Expenditures with expenses of $88.2 billion (30.7 percent), down from $91.4 billion in 2008. The other regions ranked by Total Expenditures are: Plains at $68.0 billion (23.7 percent); West at $64.6 billion (22.5 percent); Atlantic at $35.5 billion (12.4 percent); and South at $31.1 billion (10.8 percent). The sum of Total Expenditures for 15 Estimate States13 was $186.4 billion in 2009 (64.9 percent of the U.S. Total Expenses) and $198.4 billion in 2008 (64.6 percent). California contributed most to the 2009 U.S. Total Expenditures, with expenses of $29.6 billion, (10.3 percent). California expenditures were down 8.2 percent from the 2008 estimate of $32.3 billion. Iowa, the next leading state, had $22.0 billion in expenses, (7.7 percent). Other states with more than $10 billion in Total Expenditures were: Texas with $20.6 billion ($22.9 billion - 2008), Nebraska with $15.2 billion ($16.8 billion - 2008), Illinois with $14.5 billion ($14.9 billion - 2008), Minnesota with $13.5 billion (14.2 billion - 2008), and Kansas with $12.2 billion ($13.0 billion - 2008). The 2009 Agricultural Resource and Management Survey - Phase III (ARMS III) sample size was 33,348 with 21,050 usable reports, a response rate of 63.1 percent. The sample size was increased in 2003 and estimates for the 15 Leading Cash Receipts States have been published annually since 2004. Program History The National Agricultural Statistics Service (NASS) has conducted periodic surveys of farm production expenditures since 1956, and annually since 1971. In 1973, Congress required USDA to provide Cost of Production estimates on an annual basis for wheat, feed grains, cotton, and dairy. Since then, other commodities were added to the Cost of Production program. The Farm Production Expenditure Survey and the Cost of Production Survey were combined and called the Farm Costs and Returns Survey (FCRS) beginning in 1985. The Agricultural Resource Management Survey (ARMS) replaced the former Cropping Practices Survey (CPS) and the FCRS in 1996 improving the efficiency of data collection. The initiative to combine these surveys came from a growing need for more data to perform detailed comparisons of the relationship between various production practices (such as chemical and tillage use) and farm financial conditions. NASS initiated an estimation program in calendar year 1993 for Farm Production Expenditures. For earlier years, Farm Production Expenditure publications include only survey indications for expenditures at the U.S., regional, size and type of farm levels. Currently, estimates are published for major groupings of farm production expenses for the U.S., five Farm Production Regions, eight U.S. Economic Sales Classes, two farm types, the 15 Leading Cash Receipts States, and 5 Other State groupings. In 1993, due to increased demand for quality production input data, NASS and the Economic Research Service (ERS) began jointly setting estimates for production input costs. This change in procedure was facilitated by the adoption of new summary adjustments for non-response and farm coverage. The Agricultural Statistics Board establishes estimates for major expenditure items for the current year and considers revisions for the previous year's preliminary data. Formal release of expense data occurs before but in coordination with release of related ERS statistics such as net farm income. One of the primary NASS uses of farm production expenditure data is for weighting of Prices Paid Indexes. In early 1995, NASS completed a revision of the indexes. To facilitate this process, changes were made in component items estimated in this publication. The changes included the following: grazing fees were moved from the Farm Services category to Rent, Oils and Lubricants were moved from Fuels to Farm Supplies and Repairs, repairs and maintenance expenditures were moved from Other Farm Machinery to Farm Supplies and Repairs, and Building and Fencing materials were combined with Farm and Land Improvements to make the Farm Improvements and Construction category. Estimates for these levels were revised back to 1990, at the U.S. level, to provide a more useful series for data users. The uses of financial and demographic data collected in ARMS Phase III have expanded significantly over the past several years. Currently, data collected allows ERS to develop many estimates including farm income, cost of production for selected commodities, farm business balance sheets, farm productivity indicators, and analysis of farm financial and household characteristics. In addition, Congress, USDA, Bureau of Economic Analysis (BEA), researchers, Agricultural Extension, and agribusinesses utilize data to develop forecasts, conduct research projects, and establish and review farm policy. As the agricultural community becomes increasingly more complex and integrated the demand for quality farm expenditure and income data continues to increase. Economic classification has been revised over time. Before 2002, The 5 U.S. Economic Classes for Gross Value of Sales used in previous reports are as follows: $250,000 and Over; $100,000 - $249,999; $40,000 - $99,999; $10,000 - $39,999; Less Than $10,000. In 2002, the U.S. Economic Classes were updated to be consistent with other NASS economic publications and seven (7) U.S. Economic Classes for Gross Value of Sales were: $1,000,000 and Over; $500,000 - $999,999; $250,000 - $499,999; $100,000 - $249,999; $50,000 - $99,999; $10,000 - $49,999; Less Than $10,000. In 2007, a change was made to divide the largest economic class "$1,000,000 & Over" into two classes for the purpose of calibration. "$1,000,000 & Over" became "$1,000,000-$4,999,999" and "$5,000,000 & Over". Calibrated indications were rerun for 2006 using these new classes as targets. The eight (8) U.S. Economic Classes for Gross Value of Sales were: $5,000,000 and Over; $1,000,000 - $4,999,999; $500,000 - $999,999; $250,000 - $499,999; $100,000 - $249,999; $50,000 - $99,999; $10,000 - $49,999; Less Than $10,000. In 2003, Congress appropriated nearly $7 million for the restoration and expansion of the ARMS program. The subsequent changes included: increased sample size, recombining of expenditure categories, fuel sub- component estimates, and fully calibrated summary. ERS funding was used to support ARMS data collection. Sample sizes were increased in the 15 States with the highest cash receipts. The additional samples improved data quality, and allowed for the publication of state level estimates by NASS the following year. The NASS funding restored the ARMS sample to historical levels, as well as the restoration of the Field Crops Chemical Use Program and ARMS II - Production Practices Report. The items included, in the Farm Improvement and Construction Expenditure, were changed in 2003 to include expenses for the operator's dwelling (if the dwelling is owned by the operation). Fuels expense sub- components (diesel, gasoline, LP gas, and other) were published for the first time in 2003. In 2004, the first expenditure estimates were published for the 15 Leading Cash Receipts States. The farm production regions were reduced from 10 to five regions. This change was made to allow NASS to publish state level expenditure estimates without disclosing data for unpublished states. The map, on page 67, shows the new distribution of regions and states. In 2005, the survey edit was changed so that Landlord Real Estate Taxes would be carefully examined by editors. Research indicated this change was needed to improve data quality in the area of taxes. As a result, about 3,300 more Landlord Real Estate Tax questionnaire cells were imputed. The effect of the change accounts for only a portion of the increase between 2004 and 2005 in the Taxes estimate. The fuel sub- components sample was increased by adding the sub-component questions to two more questionnaire versions (versions four and five) in 2005 and all questionnaires in 2006. During 2005 and 2006, an emphasis was placed on cattle farms where not all cattle are owned by the operation. These operations were identified and correctly recorded for production contracts and contractor livestock purchase expenditures. This edit work resulted in a break in the data series (about 1 percent of total expenditures). Research indicates that after the 1997 Agricultural Census, and the 1999 Agricultural Economics and Land Ownership Survey, and an emphasis from ERS on contracts in general in the mid to late 1990's, a similar change in the data series occurred. Also, in 2006, Miscellaneous Capital Expenses was added as a separate line-item to the publication. Summary inconsistencies with version five (Core) questionnaires dictated that Miscellaneous Expense be summarized with General Business Expense and rolled up into the Farms Services line-item. In 2008, all eight economic classes will be published for Total Production Expenses. This year also included a significant recalibration of the 2007 data and substantial revisions to the 2007 estimates because of new farm numbers that were released in the 2007 Ag Census. In 2009, data mining was conducted on the ARMS III open dataset using SAS Enterprise Miner. The purpose of this research was to improve the quality of the dataset by searching for unexpected relationships between variables. Several benefits were discovered under this limited trial. It is expected to be a help in testing and refining future ARMS III edits. Full production use should occur in 2011. Statistical Methodology Name of survey: 2009 Agricultural Resource Management Survey Publication date: Data is released early in August each year. "Farm Production Expenditures 2009 Summary" was released on August 3, 2010. Data collection and sample: Period: The Agricultural Resource Management Survey (ARMS III) was conducted January through April of 2010. Sampling frames: ARMS III is a multi-frame survey which utilizes a list frame (OL)/area frame (NOL) design. The list frame typically represents the larger more specialized operations contributing the greater portion of the data expansions. The area frame provides coverage for the operations that are not available for sampling from the list. Since all of the operators on the list frame are also part of the area frame, rigorous procedures are followed to assure that operations are not double counted. These multiple frame expansions are unbiased and provide more precise expansions than could be obtained by using a single frame approach. Sample size: The 2009 sample was 33,348 farms and ranches. Reporting unit: ARMS III covers a population of all farms in the 48 contiguous states (excluding Alaska and Hawaii) that meet the official USDA definition (all establishments which sold or would normally have sold at least $1,000 of agricultural products during the previous year). These operations include not only traditional agricultural farms such as grain farms and ranching operations, but also specialty farms like orchards, nurseries, and aquaculture, etc. Sampling for large operations (EO's): Sample Design creates an additional strata (stratum 60) consisting of Farm Value of Sales (FVS) greater than $5,000,000 in States where appropriate. The farm value of sales strata are subdivided into substrata defined by type of farm. These substrata are used in the sampling program to switch overburdened farms with similar less burdened farms. Non-farm NOL area tract sampling: June Area Survey (JAS) area non-overlap tracts for ARMS III with June farm value of sales (FVS) below $1,000, after point determination, were not sampled for the 2009 ARMS. This includes operations which are determined to have pasture points only. All completed non-overlap tract reports are eligible for ARMS III expenditure survey sampling. Modes of data collection: Training: To ensure consistent and proper execution of survey procedures in farm determination, data collection, and editing of detailed expense, income data, and demographic data, specialized training occurred on the national and state levels prior to the ARMS data collection period. Data are collected using electronic data reporting (EDR), mail return, and personal enumeration. Questionnaire versions 1,2,3,4 are enumerated and version 5 can be EDR, mail return, or personal enumeration. Questionnaires: The cost and returns report (CRR) version collects information on general farm finances, farm expenses and income, assets, debt, farm household expenses, off-farm income, and farm operator demographic information. The commodity-specific Cost of Production (COP) questionnaires collect the same information as the CRR. Additionally, these versions collect information related to the amount spent for selected expense items so that entire farm costs can be allocated to the targeted crop or livestock enterprise. There is a Version 5 (CORE) questionnaire. This is initially mailed to the entire CORE sample and followed up with field enumeration. The Core questionnaire, like the name suggests, contains only core questions. These questions are all included in the CRR version or can be arrived at by adding detail from the CRR version to totals. All States have a CORE sample. In 2009, there were three (3) COP commodities: wheat, organic wheat, and hogs. The States involved this year were: Wheat: CO, ID, IL, KS, MI, MN, MO, MT, NE, ND, OH, OK, OR, SD, TX, WA Organic Wheat: CO, ID, IL, KS, MI, MN, MO, MT, NE, ND, OH, OK, OR, SD, TX, WA Hogs: AR, CO, GA, IL, IN, IA, KS, KY, MI, MN, MO, NE, NC, OH, OK, PA, SD, VA, WI State data review procedures: Within individual reports: Data were edited using both hand and machine edit procedures. Questionnaires were reviewed for consistency, data relationships, and completeness. Past analysis has shown approximately half of all changes made by editors were for correcting data recorded in the wrong cell. In cases where respondents were unable or unwilling to report data for any item on the questionnaire, the field enumerators or survey statisticians can impute a value. For income cells, debt/asset data, and a few expense items an imputation algorithm supplied data for any marked missing values based on similar size and type of operations after all records have cleared the edit. For other expense items where no data were reported, cells were edited if appropriate by the survey statistician to a positive value based on other reported values from similar operations, previously reported data, or other administrative sources. Between individual reports: Macro analysis is accomplished using the Individual Data Analysis System (IDAS). This allows analysts to compare groups of records for outliers or other unusual relationships. Adjustments to the records for keying and reporting errors are often found and corrected at this level. National data review procedures: ARMS III Commodity Stats edit data along with NASS Field Offices (FOs) providing a ground truth understanding of the dataset. IDAS analysis starts early on a national basis before all records are entered into the database and cleaned of errors. HQ reviews outliers, contract pricing, and profitability measures across records. Feedback is provided to FO editors on specific records and general procedures as record editing progresses as the need arises. Outliers: Outliers are checked for accurate data and mitigated through a Board process. This mitigation is usually a reweighting to the median of the economic class by farm type. National expense outliers are treated on an individual base and weighting actions are approved in a formal Board. Summary calibration: Since 1992, the Direct Expansion (DE) summary has been adjusted for under coverage and total number of farms. In 2003, a second calibrated summary was developed which uses a more robust methodology that adjusts weights based on an increased number of target commodities (31 in 2009). Those targets currently include Corn for grain acres, Wheat for grain acres, Soybean acres, Cotton acres, Vegetable acres, Fruit acres, Hay acres, Peanut acres, Rice acres, Sugarcane/Sugar beet acres, Tobacco acres, Nursery/Floriculture (Open Area and Area Under Cover), Cattle inventory, Cattle on Feed inventory, Hog and Pig inventory, Milk production, Eggs produced, Broiler inventory, Turkey inventory, Number of Farms by 8 economic classes, Number of Farms by non-estimate states, and Total Number of Farms. The sources for the targets are official USDA estimates. Additional targets may be added to control for commodities in the COP questionnaire versions. Sample weights are calibrated to known targets to ensure that farms of all economic sizes are properly represented in the survey results and therefore their economic activity is fully representative of the farm population. Estimating procedures: The implementation of the estimates analysis tool (ACER) was done in 2004. ACER improvements over several years have made it possible to set the 1424 estimates now required for this publication. In 2005, Executive Summaries were sent to all states electronically. The ACER tools provide more administrative data, charting, and sample coverage data to the NASS analysis stats as they completed their review of the summary. Board review: After data are summarized, a combined NASS/ERS Board is used for Outlier treatment and confirmation of National Expenditure Estimates. This board procedure is consistent with the procedure used to set estimates for other NASS surveys. Eighteen U.S. level line-items are set first (on rounded indication). After the Farm Production Expenditures Board formally approves the national estimates, the commodity statisticians in the Environmental, Economics, and Demographics Branch set estimates for line-items in Regions, 15 States, type of farm, economic class, and fuel subcomponents. These are also reviewed and approved by ERS. NASS publishes the approved expenditures and ERS staff set USDA estimates for income and demographic data. Estimate states: The following states are assigned large enough samples that expenditure estimates are set; AR, CA, FL, GA, IL, IN, IA, KS, MN, MO, NE, NC, TX, WA, and WI. As a final estimate step, FOs expenditure estimates are reviewed and commented on by the 15 Estimate States. All other states are grouped by region and an estimate is set for them also. These are used by ERS to develop the value added tables (Income and Expense estimates by state). Reliability: Sampling errors: Two types of errors, sampling and non-sampling, are possible in estimates based on a sample survey. Both types affect the "precision" of the estimates. Sampling error occurs because a complete census is not taken. The sampling error measures the variation in estimates from the average of all possible samples. An estimate of 100 with a sampling error of one would mean that chances are 19 out of 20 that the estimates from all possible samples averaged together would be between 98 and 102, which is the survey estimate plus or minus two times the sampling error. Relative sampling error is expressed as a percent of the estimate. Sampling errors are published for selected items and are expressed as a percent of the estimate. The percentages are referred to as Coefficients of Variation (CV). Non-sampling errors: Data from sample surveys are influenced by non- sampling errors which are not always measurable or known. Non-sampling errors may be introduced by enumerators, respondents, questionnaire design, and field office procedures. This might occur for example, when respondents record the wrong unit for a marketing contract (cotton bushels not cotton bales). Efforts are made to minimize these errors and maintain survey accuracy through proper training of all individuals involved with the survey, detailed review and verification of data, and analysis of data for comparability and consistency. Data comparability: This publication includes estimates for 2008 and 2009 Farm Production Expenditures for the U.S., five (5) Farm Production Expenditure Regions, eight (8) Economic Sales Classes, two (2) Farm Types, four (4) Fuel Subcomponents, and the 15 Leading Cash Receipts States. Historic Total Expenditures and expense items are provided from 2005 forward to provide data users a comparable data series. Some of the expenditure estimates published in this report will differ from production expense estimates published in the ERS "Farm Business Economics Report". As the agency responsible for estimates of farm income, ERS treats agriculture as a sector within the U.S. economy while NASS is interested in annual production expenditures as a cash outlay to farming operations. In most cases, items that would be considered cash farm operating expenditures are estimated the same way by both NASS and ERS. This would include production inputs such as Feed, Seed, Fertilizer, Chemicals, Taxes, Labor, Fuels, and Farm Supplies and Repairs. A major difference in accounting between NASS and ERS occurs with the handling of capital expenditures. NASS considers capital expenditures such as purchases of vehicles and construction of buildings as a cash outlay for the farming operation during the current production year. ERS treats these expenditures as capital consumption (depreciation) to the farm sector. Additionally, a difference in methodology exists for Livestock and Poultry Expenditures. NASS accounts for all livestock and poultry sales (which include inter-farm transfers) and livestock leasing in this expense. ERS only accounts for final sales and intra farm sales of meat animals across state lines to match cash receipts methodology. ERS also calculates poultry expenses separately using price and quantity factors, and puts miscellaneous livestock and livestock leasing in Miscellaneous Expenses. Interest, rent, and fuels will show slight differences. Revision policy: Farm Production Expenditure estimates are subject to revision one year after their preliminary release. Each publication contains the current year preliminary estimates and the previous year final estimates. Revisions are made only when additional information becomes available that changes the summarization of survey results. Additional information may become available when the calibration methodologies for production estimates are improved or revisions occur in farm number estimates by sales class, other official estimates of commodity production. NASS revised its 2007 annual farm number estimates based on the 2007 Census of Agriculture (Farms, Land in Farms, and Livestock Operations - 2008 Summary- 02/2009). NASS did not make revisions to farm numbers for the years previous to 2007, because no new information was available. Consequently, published farm production expenditures, for the years prior, will not be revised. Data are not subject to revision in the five year census cycle.
