Corn Stocks Up 83 Percent Old crop corn stored in all positions on September 1, 1995, is estimated at 1.56 billion bushels, up 83 percent from September 1, 1994. Of the total stocks, 741 million bushels are stored on farms, 87 percent above last year. Off-farm stocks, at 817 million bushels, are up 80 percent from a year earlier. The indicated disappearance from all positions for the June-August quarter is 1.86 billion bushels, 23 percent above the disappearance for the same quarter a year earlier. Old crop sorghum in all positions September 1, 1995, totaled 71.2 million bushels, 50 percent more than a year earlier. Off-farm stocks are 53.4 million bushels, up 70 percent from last year. On-farm stocks, at 17.8 million, are up 10 percent. The June-August 1995 disappearance from all positions is 87.6 million bushels, up 9 percent from the same period in 1994. Old crop soybeans stored in all positions on September 1, 1995, totaled 335 million bushels, 60 percent above holdings a year ago. On-farm stocks, at 105 million bushels, are up 78 percent from September 1, 1994. Off-farm stocks, at 230 million, are up 53 percent from last year. Indicated disappearance for September 1994-August 1995 marketing year totaled 2.39 billion bushels, 22 percent above disappearance during the comparable period a year earlier. The 1994 soybean production was revised to 2.52 billion bushels, down 41.6 million bushels from the previous 1994 estimate. Planted acreage was revised to 61.7 million acres, down 270,000 acres. Harvested acreage was decreased to 60.9 million acres, down 270,000 acres. The resulting yield is 41.4 bushels, a decrease of 0.5 bushel from the previous estimate. A State table can be found on page 17. Revisions were made based upon an analysis of end-of-marketing year stock estimates, disappearance data for exports and crushings, and availability of additional data in some States. Gr Lg 11-1 (9-95) Barley stocks in all positions on September 1, 1995, are estimated at 312 million bushels, 11 percent below the stocks of September 1, 1994. Of the total barley stocks on hand, 199 million bushels are stored on farms, 10 percent below a year earlier. Off-farm stocks, at 113 million bushels, are 14 percent below last year. All wheat in storage September 1, 1995 is estimated at 1.88 billion bushels, down 9 percent from last September 1. Farm stocks are 744 million bushels; off-farm stocks, 1.14 billion. The farm level is down 14 percent from last year, and the off-farm, down 6 percent. The first quarter disappearance of the 1995-96 marketing year totals 809 million bushels, down 1 percent from the first quarter the previous year. Durum wheat stocks on September 1, 1995 are estimated at 97.2 million bushels, up 5 percent from last September. Farm stocks totaled 72.6 million bushels, 3 percent less than September 1994. The first quarter disappearance from all positions is 31.1 million bushels, down 4 percent from 1994. Oats stored in all positions on September 1, 1995, is estimated at 180 million bushels, down 18 percent from a year earlier. Of the total stocks on hand, 107 million bushels are stored on farms, 26 percent below last year. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included about 70,000 operators selected from a list of producers that ensures that all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of September 1, 1995. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 12,000 facilities with about 8.50 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture, conducted by the Department of Commerce, are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.9 percent for corn, 3.6 percent for soybeans, and 1.7 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 3.8 percent for corn, 7.2 percent for soybeans, and 3.4 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard error for sorghum, barley, and oats are 8.2, 4.0, and 2.9, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Surveys estimates are also subject to non-sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farms, as well as on-farms stocks, are subject to these types or errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
