Corn Stocks Down 24 Percent Corn stocks in all positions on December 1, 1995, totaled 6.10 billion bushels, down 24 percent from December 1, 1994. Of the total stocks, 3.96 billion bushels are stored on farms, 27 percent less than a year earlier. Off-farm stocks, at 2.14 billion bushels, are down 20 percent from the previous year. The September-November 1995 indicated disappearance based on September 1, stocks, 1995 production, and December 1, 1995 stocks is 2.83 billion bushels, 1 percent below the disappearance of 2.87 billion bushels during the same period in 1994. All wheat stored in all positions December 1, 1995 is estimated at 1.34 billion bushels, down 10 percent from December 1, 1994. This is the lowest December 1 total since the reference date was changed in the 1986-87 marketing year. Farm stocks are 477 million bushels, down 16 percent from last December, while off-farm stocks, at 861 million, are down 6 percent. Disappearance for the September-November 1995 quarter is 543 million bushels, down 6 percent from the same quarter in 1994. Soybeans stored in all positions on December 1, 1995, totaled 1.83 billion bushels, down 13 percent from December 1, 1994. On-farm stocks, at 862 million bushels, were 13 percent below last December and accounted for 47 percent of total stocks. Off-farm holdings, at 972 million bushels, were 13 percent below a year ago. Gr Lg 11-1 (1-96) Durum wheat stocks in all positions on December 1, 1995 totaled 71.0 million bushels, up 8 percent from a year earlier. On farm stocks are 47.2 million bushels, up 6 percent from last year. The second quarter disappearance of 26.3 million bushels is up slightly from the previous year. Barley stored in all positions on December 1, 1995, is estimated at 240 million bushels, down 14 percent from the stocks of December 1, 1994. Of the total barley stocks on hand, 121 million bushels are stored on farms, 27 percent below a year earlier. Off-farm stocks, at 119 million bushels, are 5 percent above last year. Indicated disappearance during the September-November quarter totaled 72.4 million bushels, 1 percent below the disappearance for the same period in 1994. Grain sorghum in all positions totaled 302 million bushels, down 29 percent from last December 1. Disappearance for the September-November quarter is 239 million bushels, down 13 percent from the same quarter in 1994. Oats stored in all positions on December 1, 1995, is estimated at 153 million bushels, down 20 percent from the stocks of December 1, 1994. Of the total oat stocks on hand, 87.2 million bushels are stored on farms, 23 percent below a year earlier. Off-farm stocks, at 65.7 million bushels, are 16 percent below last year. Indicated disappearance during the September-November quarter totaled 27.2 million bushels, 2 percent below the disappearance for the same period in 1994. On-Farm Grain Storage Capacity Down 3 Percent The United States on-farm grain storage capacity totaled 11.2 billion bushels on December 1, 1995, down 3 percent from December 1, 1994. Iowa leads all States in on farm storage capacity with 1.65 billion bushels followed by Illinois with 1.26 billion bushels; Minnesota, 1.25 billion bushels; Nebraska 1.03 billion bushels; and North Dakota at 740 million bushels. The top five States account for 53 percent of the Nation's on-farm grain storage capacity. On-Farm grain storage capacity includes all bins, cribs, sheds, and other structures normally used to store whole grains or oilseeds located on farms. Off-Farm Grain Storage Capacity Down 1 Percent Capacity of off-farm commercial grain storage totaled 8.30 billion bushels in the United States on December 1, 1995, down 1 percent from December 1, 1994. Twenty-one States showed decreases from last year, 19 States and New England recorded increases in capacity and two were unchanged. The States showing the largest decreases were Texas, 33.7 million bushels; Kansas, 17.0 million bushels; Missouri, 13.7 million bushels; and Indiana 11.1 million bushels. Idaho recorded the largest increase with 6.9 million bushels, followed by Virginia with a 5.9 million bushel increase and Minnesota with a 4.3 million bushel increase. Illinois continued to lead all States in off-farm storage capacity, followed by Iowa, Kansas, Texas, and Nebraska. The top five States accounted for 53 percent of the Nation's off-farm storage capacity on December 1, 1995. Off-farm grain storage capacity includes all elevators, warehouses, terminals, merchant mills, other storage, and oilseed crushers which store grains, soybeans, sunflowers, or flaxseed. Capacity data excludes warehouses used to store only rice or peanuts, oilseed crushers processing only cottonseed or peanuts, tobacco warehouses, seed warehouses, and storage that handle only dry edible beans. Off-Farm Grain Storage Facilities Off-farm grain storage facilities totaled 11,090 on December 1, 1995, 360 fewer than on December 1, 1994. States with the largest number of facilities are Illinois, 1,097; Kansas, 866; Texas, 837; Iowa, 671; and Nebraska, 570. Data users are advised that some differences may exist between the procedures used for making counts of facilities. In a few instances, the count includes Headquarters operations which report for more than one facility. This does not affect the data on total capacity. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included about 70,000 operators selected from a list of producers that ensures that all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of December 1, 1995. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 11,500 facilities with about 8.4 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture, conducted by the Department of Commerce, are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.2 percent for corn, 1.5 percent for soybeans, and 2.0 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 2.4 percent for corn, 3.0 percent for soybeans, and 4.0 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard error for sorghum, barley, and oats are 5.8, 2.8, and 2.6, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Surveys estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farms, as well as on-farms stocks, are subject to these types or errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
