Corn Stocks Down 73 Percent Old crop corn stored in all positions on September 1, 1996, is estimated at 426 million bushels, down 73 percent from September 1, 1995. This is the lowest ending stocks since 1976. On-farm stocks, at 197 million bushels, are down 73 percent from September 1, 1995. Off-farm stocks, at 230 million, are down 72 percent from last year. The indicated disappearance from all positions for the June-August quarter is 1.29 billion bushels, 30 percent below the disappearance for the same quarter a year earlier. Old crop sorghum in all positions September 1, 1996, totaled 18.3 million bushels, down 74 percent from September 1 the previous year. Off-farm stocks, at 12.8 million bushels, are 76 percent below a year ago, while on-farm stocks, at 5.5 million, are down 69 percent. The June-August 1996 disappearance from all positions is 52.1 million bushels, a decrease of 40 percent from the same period in 1995. Old crop soybeans stored in all positions on September 1, 1996 totaled 183 million bushels, down 45 percent from stocks on hand one year ago. On farm stocks, at 59.5 million bushels, are down 43 percent from September 1, 1995 and account for 32 percent of the total stocks on hand. Off farm stocks totaled 124 million bushels, down 46 percent from last year. Indicated disappearance for the September 1995-August 1996 marketing year totaled 2.33 billion bushels compared to 2.39 million bushels during the same period a year ago. The 1995 soybean production was revised to 2.18 billion bushels, up 25 million bushels from the previous 1995 estimate. Planted and harvested acres remain unchanged from a year ago. The yield resulting from the revised production is 35.3 bushels per acre, an increase of 0.4 bushels from the previous estimate. See the revised state table on page 17. Revisions were made based on an analysis of end-of-marketing year stock estimates, disappearance data for exports and crushings, and availability of additional data in some States. The revisions of last year's production are released with this publication and will be republished in the October Crop Production. Gr Lg 11-1 (9-96) Barley stocks in all positions on September 1, 1996 are estimated at 315 million bushels, 1 percent above the stocks of September 1, 1995. Of the total barley stocks on hand, 194 million bushels are stored on farms, 3 percent below a year ago. However, September 1, 1996 off-farm stocks are 7 percent above last year at 122 million bushels. Indicated disappearance during the June-August quarter totaled 182 million bushels, 15 percent above the same period a year earlier. All wheat in all storage positions September 1, 1996 is estimated at 1.72 billion bushels, down 8 percent from September 1, 1995. This is the lowest September 1 stock level since the reference date was changed in the 1986-87 marketing year. Farm stocks total 826 million bushels and off-farm stocks are 898 million bushels. The on-farm total is up 11 percent from a year ago, but the off-farm level is down 21 percent. All wheat disappearance for the first quarter of the 1996-97 marketing year totals 934 million bushels, up 16 percent from the same period last year. Durum wheat stored in all positions on September 1, 1996 totaled 102 million bushels, up 5 percent from last September. On farm stocks, at 79.7 million bushels, are up 10 percent from last year. Disappearance from all positions is 39.1 million bushels, up 26 percent from June-August 1995. Oats stored in all positions on September 1, 1996 , is estimated at 133 million bushels, 26 percent below the stocks of September 1, 1995. Of the total stocks on hand, 93.4 million bushels were stored on farm, 13 percent below this time last year. Off-farm stocks totaled 39.5 million bushels, 46 percent below a year earlier. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included about 50,000 operators selected from a list of producers which ensures that all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of September 1, 1996. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 11,500 facilities with about 8.3 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 Grain Stocks report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 3.1 percent for corn, 5.4 percent for soybeans, and 1.9 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 6.2 percent for corn, 10.8 percent for soybeans, and 3.8 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard error for sorghum, barley, and oats are 16.0, 3.9, and 3.2, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Surveys estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farms, as well as on-farms stocks, are subject to these types or errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
