Corn and Soybean Stocks Up Sharply from 1997 All Wheat Up 15 Percent Old crop corn stored in all positions on September 1, 1998 is estimated at 1.31 billion bushels, up 48 percent from September 1, 1997. This is more than 3 times the corn stored on September 1, 1996, which was the lowest stocks on record since 1976. On-farm stocks, at 640 million bushels, are up 35 percent from last year. Off-farm stocks, at 668 million bushels, are up 64 percent from a year ago. The indicated disappearance from all positions for the June-August quarter is 1.73 billion bushels, 7 percent above the disappearance for the same quarter a year earlier. Old crop sorghum in all positions September 1, 1998, totaled 48.9 million bushels, up 3 percent from a year ago. Off-farm stocks, at 35.2 million bushels, are up 10 percent from last year and account for 72 percent of total stocks. On-farm stocks, at 13.7 million bushels, are down 12 percent from last year. The June-August 1998 disappearance from all positions is 47.2 million bushels, down 66 percent from last year. Old Crop Soybeans stored in all positions on September 1, 1998 totaled 200 million bushels, up 52 percent from September 1, 1997 and 9 percent above September 1, 1996. On-farm stocks totaled 84.3 million bushels, up 93 percent from last September. Off-farm stocks at 115 million bushels, are 32 percent above the previous year. Indicated disappearance for the September 1997 - August 1998 marketing year totaled 2.63 billion bushels, 8 percent above disappearance during the comparable period a year earlier. The 1997 soybean production was revised to 2.70 billion bushels, down 24.7 million bushels from the previous 1997 estimate. Acreage planted and harvested was decreased by 300,000 acres to 70.6 and 69.6 million acres respectively. The 1997 yield per acre at 38.8 was adjusted down by 0.2 bushels from the previous 1997 estimate. A State table with the revised acreage, yield, and production estimates can be found on page 17. Revisions were made based upon an analysis of the end-of-marketing year soybean stock estimate, disappearance data for exports and crushings. All available administrative data on exports were used. Gr Lg 11-1 (9-98) Barley stocks in all positions on September 1, 1998, are estimated at 327 million bushels, slightly below the stocks of September 1, 1997. Of the total barley stocks on hand, 195 million bushels are stored on farms, 1 percent below a year ago. September 1, 1998 off-farm stocks are 1 percent above last year at 132 million bushels. Indicated disappearance during the June-August quarter totaled 151 million bushels, 3 percent below the same period a year earlier. All wheat in all storage positions September 1, 1998 is estimated at 2.38 billion bushels, up 15 percent from September 1, 1997 and the highest September 1 level since 1990. Farm stocks total 886 million bushels and off- farm stocks are 1.50 billion bushels. The on-farm total is up 12 percent from a year ago and the off-farm level is up 17 percent; off-farm wheat stocks are at the largest September 1 total since 1987. All wheat disappearance for the first quarter of the 1998-99 marketing year is an apparent 899 million bushels, up 1 percent from the same period a year ago. Durum wheat stored in all positions on September 1, 1998 totaled 125 million bushels, up 43 percent from last September. This is the largest first quarter inventory since 1991. On farm stocks, at 88.0 million bushels, are up 58 percent from last year. Disappearance from all positions is 42.0 million bushels, up 44 percent from June-August 1997. Oats stored in all positions on September 1, 1998 totaled nearly 162 million bushels, 3 percent above the stocks on September 1, 1997. Of the total stocks on hand, 110 million bushels were stored on farm, 2 percent above this quarter last year. Off-farm stocks totaled 51.5 million bushels, 5 percent above a year earlier. Indicated disappearance from all positions during the June-August quarter totaled 82.2 million bushels, 4 percent less than the same period a year ago. Reliability of September 1, 1998, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first 2 weeks of September. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included about 56,000 operators selected from a list of producers which ensures that all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of September 1, 1998. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,500 facilities with about 7.9 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 Grain Stocks report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey designs for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 2.3 percent for corn, 4.8 percent for soybeans, and 2.0 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 4.6 percent for corn, 9.6 percent for soybeans, and 4.0 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors for sorghum, barley, and oats are 14.3, 3.9, and 3.8, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Survey estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types or errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
