Corn Stocks Up 11 Percent Soybean Stocks Up 9 Percent All Wheat Stocks Up 17 Percent Corn stocks in all positions on December 1, 1998 totaled 8.05 billion bushels, up 11 percent from December 1, 1997. Of the total stocks, 5.32 billion bushels were stored on farms, up 10 percent from a year earlier. Off-farm stocks, at 2.73 billion bushels, were up 13 percent from the previous year. The September-November 1998 indicated disappearance based on September 1, 1998 stocks, 1998 production, and December 1 stocks is 3.02 billion bushels, compared with 2.84 billion bushels during the same period last year. Soybeans stored in all positions on December 1, 1998, totaled 2.19 billion bushels, up 9 percent from December 1, 1997. On-farm stocks estimated at 1.19 billion bushels, were up 13 percent from the same period a year ago. Off-farm stocks, at 1.00 billion bushels, were 5 percent higher than December 1, 1997. Indicated disappearance for the September-November 1998 quarter totaled 770 million bushels, down 6 percent from the same quarter in 1997. All wheat in all storage positions December 1, 1998 totaled 1.89 billion bushels, up 17 percent from a year ago to the biggest December inventory since 1990. Farm stocks are 680 million bushels and off-farm stocks equal 1.21 billion bushels. The farm number is up 13 percent while the off-farm stocks are up 19 percent. The indicated second quarter disappearance of 494 million bushels is up 8 percent from the same period in 1997. Durum wheat stocks in all positions December 1, 1998 total 109 million bushels, up 62 percent from a year ago. Like all wheat this is biggest December inventory since 1990. Farm stocks, at 75.3 million bushels, are more than double those of 1997. Off-farm stocks are 34.0 million bushels, up12 percent. The indicated second quarter disappearance of 16.6 million bushels is down 19 percent from the same period a year earlier. Barley stocks in all positions on December 1, 1998 totaled 262 million bushels, up 8 percent from a year ago. Of the total barley stocks on hand, 141 million bushels were stored on farms, 5 percent above a year ago. December 1, 1998 off-farm stocks, at 122 million bushels, were 11 percent above last year. Indicated disappearance during the September-November quarter totaled 63.7 million bushels, 23 percent below the same period a year earlier. Gr Lg 11-1 (1-99) Grain sorghum stored in all positions totaled 334 million bushels, down 11 percent from December 1, 1997. Of the total sorghum stocks on hand, 96.0 million bushels were stored on farm, 4 percent less than a year earlier. Off-farm stocks, at 238 million bushels, are 13 percent below the previous year. Disappearance for the September-November quarter is 235 million bushels, down 23 percent from the same quarter in 1997. Oats stored in all positions on December 1, 1998 totaled 143 million bushels, 1 percent below the stocks on December 1, 1997. Of the total stocks on hand, 81.5 million bushels were stored on farms, 2 percent below the same quarter last year. Stocks held in off-farm storage facilities totaled 61.8 million bushels, 1 percent above a year earlier. Indicated disappearance from all positions during the September-November quarter totaled 18.5 million bushels compared to 10.7 million bushels during the same period a year ago. On-Farm Grain Storage Capacity Up Slightly The United States on-farm grain storage capacity totaled 11.1 billion bushels on December 1, 1998, up slightly from December 1, 1997. Iowa leads all States in on-farm storage capacity with 1.60 billion bushels followed by Illinois with 1.23 billion bushels; Minnesota, 1.18 billion bushels; Nebraska 1.05 billion bushels; and North Dakota at 750 million bushels. The top five States account for 52 percent of the Nation's on-farm grain storage capacity. On-Farm grain storage capacity includes all bins, cribs, sheds, and other structures normally used to store whole grains or oilseeds located on farms. Off-Farm Grain Storage Capacity Up Less Than 1 Percent Capacity of off-farm commercial grain storage totaled 8.01 billion bushels in the United States on December 1, 1998, up less than 1 percent from December 1, 1997. Twenty-two States and New England showed decreases from a year earlier, 14 States recorded increases in capacity, and three were unchanged. Expanded production of grains and oilseeds resulted in the need for increased capacity in Iowa where an additional 42.6 million bushels were added in 1998. Other states showing increases included Kansas 41.4, Wisconsin 14.6, and Illinois 12.5 million bushels. Capacity was taken off line in Texas where 36.8 million bushels were dropped during 1998. Oklahoma lost 7.8 and North Dakota 6.4 million bushels. Illinois continued to lead all States in off-farm storage capacity, followed by Iowa, Kansas, Nebraska, and Texas. The top five States accounted for 51 percent of the Nation's off-farm storage capacity on December 1, 1998. Off-farm grain storage capacity includes all elevators, warehouses, terminals, merchant mills, other storage, and oilseed crushers which store grains, soybeans, sunflowers, or flaxseed. Capacity data excludes warehouses used to store only rice or peanuts, oilseed crushers processing only cottonseed or peanuts, tobacco warehouses, seed warehouses, and storage that handle only dry edible beans. Off-Farm Grain Storage Facilities Off-farm grain storage facilities totaled 10,287 on December 1, 1998, 318 fewer than on December 1, 1997. States with the largest number of facilities are Illinois, 1,013; Kansas, 876; Minnesota, 676; Texas, 550; and Iowa, 552. Data users are advised that some differences may exist between the procedures used for making counts of facilities. In a few instances, the count includes Headquarters operations which report for more than one facility. This does not affect the data on total capacity. Reliability of December 1, 1998, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first 2 weeks of December. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included over 50,000 operators selected from a list of producers that ensures all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain stored on their operations as of December 1, 1998. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,300 facilities with about 8.00 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Revisions for 1993-1998 have been published in "SB 948, Stocks of Grains, Oilseeds, and Hay, Final Estimates 1993-1998". This report was released on December 18, 1998. No revisions to these years will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.3 percent for corn, 1.6 percent for soybeans, and 1.9 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 2.6 percent for corn, 3.2 percent for soybeans, and 3.8 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors for sorghum, barley, and oats are 5.3, 3.5, and 3.4, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Survey indications are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
