Corn Stocks Up 15 Percent Soybean Stocks Up 21 Percent All Wheat Stocks Up 24 Percent Corn stocks in all positions on March 1, 1999, totaled 5.70 billion bushels, up 15 percent from March 1, 1998. Of the total stocks, 3.57 billion bushels were stored on farms, up 20 percent from a year ago. Off-farm stocks, at 2.13 billion bushels, were up 8 percent from a year ago. The December 1998-February 1999 indicated disappearance is 2.36 billion bushels, 2 percent above the disappearance of 2.31 billion bushels during the same period a year earlier. All wheat stored in all positions on March 1, 1999 totaled 1.44 billion bushels, up 24 percent from a year ago to the biggest March number since 1988. Farm stocks are 470 million bushels, up 18 percent from last year. Off-farm stocks, at 975 million bushels, are up 27 percent. Disappearance for the quarter ending March 1 is 451 million bushels, down slightly from the same period in 1998. Soybeans stored in all positions on March 1, 1999 totaled 1.46 billion bushels, up 21 percent from March 1, 1998. On-farm stocks, estimated at 815 million bushels, were up 28 percent from last March, and accounted for 56 percent of the March 1, 1999 stocks. Off-farm stocks, at 643 million bushels, were 14 percent higher than the previous year. Indicated disappearance for the December 1998 - February 1999 quarter totaled 728 million bushels, 9 percent below the same period one year ago. Durum wheat stocks in all positions on March 1, 1999 total 88.2 million bushels, more than double last March 1. Like all wheat, this is the biggest March inventory since 1988. On-farm stocks are 58.2 million bushels, up 165 percent from last year. Off-farm stocks total 30.0 million bushels, up 47 percent. The indicated third quarter disappearance of 20.8 million bushels is down 16 percent from the same period a year earlier. Barley stocks in all positions on March 1, 1999 totaled 200 million bushels, up 11 percent from a year ago. Of the total barley stocks on hand, 86.9 million bushels were stored on farms, 6 percent above a year ago. March 1, 1999 off-farm stocks, at 114 million bushels, were 15 percent above last year. Indicated disappearance during the December-February quarter totaled 70 million bushels, 10 percent above the same period a year earlier. Oats stored in all positions on March 1, 1999 totaled 109 million bushels, 2 percent below a year ago. Of the total stocks on hand, 62 million bushels were stored on farm, 5 percent above this time last year. Off-farm stocks totaled 48 million bushels, 9 percent below a year earlier. Indicated disappearance during the December-February quarter totaled 34 million bushels, 3 percent more than the same period a year ago. Grain sorghum stored in all positions on March 1, 1999, totaled 226 million bushels, down 4 percent from March 1, 1998. Of the total sorghum stocks on hand, 61 million bushels were stored on farm, 7 percent more than a year earlier. Off-farm stocks, at 166 million bushels, are 7 percent below the previous year. Disappearance for the December-February quarter is 109 million bushels, down 22 percent from the same quarter a year ago. This report was approved on March 31, 1999. Reliability of March 1, 1999, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first 2 weeks of March. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included more than 57,000 operators selected from a list of producers that ensures all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain stored on their operations as of March 1, 1999. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,300 facilities with about 8.01 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Revisions for 1993-1998 have been published in "SB 948, Stocks of Grains, Oilseeds, and Hay, Final Estimates 1993-1998". This report was released on December 18, 1998. No revisions to these years will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.5 percent for corn, 1.9 percent for soybeans, and 2.3 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 3.0 percent for corn, 3.8 percent for soybeans, and 4.6 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors for sorghum, barley, and oats are 5.7, 4.1, and 4.0, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Survey indications are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
