Corn and Soybean Stocks Down Slightly from 1998 All Wheat Stocks Down 1 Percent Corn stocks in all positions on December 1, 1999 totaled 8.02 billion bushels, down slightly from December 1, 1998. Of the total stocks, 5.18 billion bushels were stored on farms, down 3 percent from a year ago. Off-farm stocks, at 2.84 billion bushels, were up 4 percent from a year ago. The September - November 1999 indicated disappearance was 3.20 billion bushels, 6 percent above the disappearance of 3.01 billion bushels during the same period a year earlier. Soybeans stored in all positions on December 1, 1999 totaled 2.18 billion bushels, down fractionally from December 1, 1998. On-farm stocks estimated at 1.15 billion bushels were down 3 percent from the same period a year ago. Off-farm stocks, at 1.03 billion bushels, were 3 percent higher than December 1, 1998. Indicated disappearance for the September-November 1999 quarter totaled 809 million bushels, up 7 percent from the same quarter in 1998. All wheat in all storage positions December 1, 1999 totaled 1.88 billion bushels, down 1 percent from a year ago. On-farm stocks are 649 million bushels and off-farm stocks equal 1.23 billion bushels. The on-farm number is down 5 percent while the off-farm is up 1 percent. The indicated September - November 1999 disappearance of 566 million bushels is up 16 percent from the same period in 1998. Durum wheat stocks in all positions December 1, 1999 totaled 108.4 million bushels, down fractionally from a year ago. On-farm stocks, at 74.0 million bushels, are down 2 percent from 1998. Off-farm stocks are 34.4 million bushels, up 3 percent. The indicated September - November 1999 disappearance of 28.3 million bushels is up 63 percent from the same period a year earlier. Barley stocks in all positions on December 1, 1999 are estimated at 228.6 million bushels, 16 percent below last year. Of the total barley stocks on hand, 108.6 million bushels are stored on farms, 27 percent below a year ago. Off-farm stocks, at 120.0 million bushels, are only 1 percent below 1998. Indicated disappearance during the September - November 1999 quarter totaled 67 million bushels, 20 percent higher than the same period a year earlier. Grain sorghum stored in all positions on December 1, 1999 totaled 348.6 million bushels, up 4 percent from a year ago. Off-farm stocks, at 259.3 million bushels, are up 8 percent from last year and account for 74 percent of the total stocks. On-farm stocks, at 89.3 million bushels, are down 7 percent from last year. The September - November 1999 disappearance from all positions is 312 million bushels, up 34 percent from last year. Oats stored in all positions on December 1, 1999 totaled 136.1 million bushels, 8 percent below the December 1, 1998 estimate. Of the total stocks on hand, 82.1 million bushels were stored in on-farm facilities, 1 percent above the same quarter last year. Stocks held in off-farm storage facilities totaled 54.0 million bushels, 13 percent below a year earlier. Indicated disappearance from all positions during the September-November 1999 quarter totaled 12.4 million bushels compared to 18.5 million bushels during the same period a year ago. On-Farm Grain Storage Capacity Up Slightly The United States on-farm storage capacity totaled 11.2 billion bushels on December 1, 1999, up slightly from December 1, 1998. Iowa leads all States in on-farm storage capacity with 1.60 billion bushels followed by Illinois with 1.22 billion bushels; Minnesota, 1.20 billion bushels; Nebraska, 1.03 billion bushels; and North Dakota with 740 million bushels. The top five account for 52 percent of the Nation's on-farm storage capacity. On-farm grain storage capacity includes all bins, cribs, sheds, and other structures normally used to store whole grains or oilseeds located on farms. Off-Farm Grain Storage Capacity Up 1 Percent Capacity of off-farm commercial grain storage totaled 8.09 billion bushels in the United States on December 1, 1999, up 1 percent from December 1, 1998. Twenty-three States and New England showed increases from a year earlier, 14 States recorded decreases in capacity, and three States were unchanged. Expanded production of grains and oilseeds resulted in the need for increased capacity in Nebraska where an additional 32.2 million bushels were added in 1999. Other states showing increases included Minnesota 16.0 million bushels, Arkansas 14.2 million bushels, Illinois 12.3 million bushels, and Wisconsin 11.8 million bushels. Capacity was taken off line in Iowa where 26.0 million bushels were dropped during 1999. Texas lost 5.76 million bushels and Georgia 4.09 million bushels. Illinois continued to lead all States in off-farm storage capacity, followed by Iowa, Kansas, Nebraska, and Texas. The top five States accounted for 51 percent of the Nation's off-farm storage capacity on December 1, 1999. Off-farm grain storage capacity includes all elevators, warehouses terminals, merchant mills, other storage, and oilseed crushers which store grains, soybeans, sunflowers, or flaxseed. Capacity data excludes warehouses used to store only rice or peanuts, oilseed crushers processing only cottonseed or peanuts, tobacco warehouses, seed warehouses, and storages that handle only dry edible beans. Off-Farm Grain Storage Facilities Off-farm storage facilities totaled 9,995 on December 1, 1999, 277 fewer than on December 1, 1998. States with the largest number of facilities are Illinois with 1,018; Kansas, 866; Minnesota, 656; Nebraska, 531; and Texas, 530. Data users are advised that some differences may exist between the procedures used for making counts of facilities. In a few instances, the count includes Headquarters operations which report for more than one facility. This does not affect the data on total capacity. Reliability of December 1, 1999 Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first 2 weeks of December. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included about 63,400 operators selected from a list of producers that ensures all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain stored on their operations as of December 1, 1999. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,000 facilities with about 8.09 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the totals of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture. No revisions to these years will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey designs for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.4 percent for corn, 1.9 percent for soybeans, and 2.2 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 2.8 percent for corn, 3.8 percent for soybeans, and 4.4 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors for sorghum, barley, and oats are 5.8, 4.3, and 3.9 percent, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Survey indications are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
