Corn Stocks Down 4 Percent from 1999 Soybean Stocks Down 17 Percent All Wheat Stocks Down 3 Percent Old crop corn stocks in all positions on September 1, 2000 totaled 1.72 billion bushels, down 4 percent from September 1, 1999. Of the total stocks, 793 million bushels were stored on farms, down 1 percent from a year ago. Off-farm stocks, at 922 million bushels, were down 7 percent from a year ago. The June - August 2000 quarter indicated disappearance is 1.87 billion bushels, 2 percent above the disappearance of 1.83 billion bushels during the same period a year earlier. Old crop soybeans stored in all positions on September 1, 2000 totaled 288 million bushels, down 17 percent from September 1, 1999. On-farm stocks totaled 113 million bushels, down 22 percent from last September. Off-farm stocks at 175 million bushels, are 14 percent below a year ago. Indicated disappearance for the September 1999 - August 2000 marketing year totaled 2.72 billion bushels, 5 percent above disappearance during the comparable period a year earlier. The 1999 soybean production was revised to 2.65 billion bushels, up 10.9 million bushels from the previous 1999 estimate. Acreage planted and harvested were decreased by 50,000 and 30,000 acres to 73.7 and 72.4 million acres, respectively. The 1999 yield per acre at 36.6 bushels was increased by 0.1 bushel from the previous 1999 estimate. A State table with the revised acreage, yield, and production estimates can be found on page 18. Revisions were made based upon an analysis of the end-of-marketing year stock estimate and disappearance data for exports and crushings. All available administrative data on exports were used. Old crop grain sorghum stored in all positions on September 1, 2000 totaled 65.4 million bushels, up less than 1 percent from a year ago. Off-farm stocks, at 53.2 million bushels, are up 4 percent from last year and account for 81 percent of the total stocks. On-farm stocks, at 12.2 million bushels, are down 12 percent from last year. The June - August 2000 quarter disappearance from all positions is 61.5 million bushels, up 21 percent from last year. All wheat stored in all positions on September 1, 2000 totaled 2.37 billion bushels, down 3 percent from a year ago. On-farm stocks are estimated at 823 million bushels, down 7 percent from last year. Off-farm stocks, at 1.54 billion bushels, are down 1 percent from a year ago. The indicated June - August 2000 quarter disappearance is 823 million bushels, up 3 percent from the same period in 1999. Durum wheat stocks in all positions on September 1, 2000 totaled 130 million bushels, down 5 percent from a year ago. On-farm stocks, at 91.7 million bushels, are down 5 percent from 1999. Off-farm stocks totaled 38.0 million bushels also down 5 percent from a year ago. The indicated June - August 2000 quarter disappearance of 35.7 million bushels is up 205 percent from the same period a year earlier. Barley stocks in all positions on September 1, 2000 are estimated at 294 million bushels, less than 1 percent below last year. On-farm stocks are 152 million bushels, 8 percent below a year ago. Off-farm stocks are 142 million bushels, 9 percent above 1999. Indicated disappearance during the June - August 2000 quarter totaled 138 million bushels, up 9 percent from the same period a year earlier. Oats stored in all positions on September 1, 2000 totaled 151 million bushels, 2 percent above the stocks on September 1, 1999. Of the total stocks on hand, 102 million bushels were stored on farms, 5 percent more than this time last year. Off-farm stocks totaled 49.2 million bushels, 4 percent below a year earlier. Indicated disappearance during June - August 2000 totaled 75.3 million bushels, 5 percent less than the same period a year ago. This report was approved on September 29, 2000. Reliability of September 1, 2000 Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first 2 weeks of September. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included more than 54,000 operators selected from a list of producers that ensures all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain stored on their operations as of September 1, 2000. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,000 facilities with about 8.09 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the totals of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculations, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture. No revisions to these years will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey designs for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 3.1 percent for corn, 6.1 percent for soybeans, and 1.9 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 6.2 percent for corn, 12.2 percent for soybeans, and 3.8 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors for sorghum, barley, and oats are 15.9, 3.2, and 4.1 percent, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Survey indications are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
