Unallocated change from 57,310 to 57,210. ************************************************************** Corn Stocks Up 6 Percent from 1999 Soybean Stocks Up 3 Percent All Wheat Stocks Down 4 Percent Corn stocks in all positions on December 1, 2000 totaled 8.52 billion bushels, up 6 percent from December 1, 1999 and the highest level since 1987. Of the total stocks, 5.55 billion bushels were stored on farms, up 7 percent from a year earlier. Off-farm stocks, at 2.97 billion bushels, were up 4 percent from the previous year. The September - November 2000 indicated disappearance based on September 1, 2000 stocks, 2000 production, and December 1 stocks is 3.17 billion bushels, compared with 3.18 billion bushels during the same period last year. Soybeans stored in all positions on December 1, 2000, totaled 2.24 billion bushels, up 3 percent from December 1, 1999. On-farm stocks estimated at 1.22 billion bushels, were up 6 percent from the same period a year ago. Off-farm stocks at 1.02 billion bushels were 1 percent lower than December 1, 1999. Indicated disappearance for the September - November 2000 quarter totaled 821 million bushels, up slightly from the same quarter in 1999. All wheat stored in all positions on December 1, 2000 totaled 1.80 billion bushels, down 4 percent from a year ago. On-farm stocks are estimated at 623 million bushels, down 4 percent from last year. Off-farm stocks, at 1.18 billion bushels, are down 5 percent from a year ago. The indicated September - November 2000 quarter disappearance is 551 million bushels, down 2 percent from the same period in 1999. Durum wheat stocks in all positions on December 1, 2000 totaled 104 million bushels, down 5 percent from a year ago. On-farm stocks, at 72.0 million bushels, are down 3 percent from 1999. Off-farm stocks totaled 32.3 million bushels, down 9 percent from a year ago. The indicated September - November 2000 quarter disappearance of 18.9 million bushels is down 29 percent from the same period a year earlier. Barley stocks in all positions on December 1, 2000 are estimated at 229 million bushels, less than 1 percent above last year. On-farm stocks are 112 million bushels, 3 percent above a year ago. Off-farm stocks are 117 million bushels, 2 percent below 1999. Indicated disappearance during the September - November 2000 quarter totaled 65 million bushels, down 3 percent from the same period a year earlier. Grain sorghum stored in all positions on December 1, 2000 totaled 262 million bushels, down 25 percent from a year ago. Off-farm stocks, at 187 million bushels, are down 28 percent from last year and account for 72 percent of the total stocks. On-farm stocks, at 74.3 million bushels, are down 18 percent from last year. The September - November 2000 quarter disappearance from all positions is 274 million bushels, down 12 percent from last year. Oats stored in all positions on December 1, 2000 totaled 144 million bushels, 8 percent above the December 1, 1999 estimate. Of the total stocks on hand, 86.9 million bushels were stored in on-farm facilities, 9 percent above the same quarter last year. Stocks held in off-farm storage facilities totaled 57.4 million bushels, 6 percent more than a year earlier. Indicated disappearance from all positions during the September - November 2000 quarter totaled 6.1 million bushels compared to 14.8 million bushels during the same period a year ago. On-Farm Grain Storage Capacity Up More Than 1 Percent The United States on-farm storage capacity totaled 11.3 billion bushels on December 1, 2000, up more than 1 percent from December 1, 1999. Iowa leads all States in on-farm storage capacity with 1.65 billion bushels followed by Illinois with 1.27 billion bushels; Minnesota, 1.23 billion bushels; Nebraska, 1.04 billion bushels; and North Dakota with 710 million bushels. The top five account for 52 percent of the Nation's on-farm storage capacity. On-farm grain storage capacity includes all bins, cribs, sheds, and other structures normally used to store whole grains or oilseeds located on farms. Off-Farm Grain Storage Capacity and Facilities Capacity of off-farm commercial grain storage totaled 8.34 billion bushels in the United States on December 1, 2000, up 3 percent from December 1, 1999. Eighteen and New England showed increases from a year earlier, 19 States recorded decreases in capacity, and three States were unchanged. Expanded production of grains and oilseeds resulted in the need for increased capacity in Kansas where an additional 92.8 million bushels were added in 2000. Other states showing increases included Nebraska, 31.6 million bushels; Indiana, 29.3 million bushels; Texas, 27.7 million bushels; and Iowa, 22.3 million bushels. Capacity was taken off line in Mississippi where 8.10 million bushels were dropped during 2000. Washington lost 6.27 million bushels and North Dakota decreased 4.30 million bushels. Illinois continued to lead all States in off-farm storage capacity, followed by Iowa, Kansas, Nebraska, and Texas. The top five States accounted for 52 percent of the Nation's off-farm storage capacity on December 1, 2000. Off-farm grain storage capacity includes all elevators, warehouses terminals, merchant mills, other storage, and oilseed crushers which store grains, soybeans, sunflowers, or flaxseed. Capacity data excludes warehouses used to store only rice or peanuts, oilseed crushers processing only cottonseed or peanuts, tobacco warehouses, seed warehouses, and storages that handle only dry edible beans. Off-farm storage facilities totaled 9,818 on December 1, 2000, down 2 percent from December 1, 1999. States with the largest number of facilities are Illinois with 1,000; Kansas, 796; Minnesota, 623; Texas, 530; and Nebraska had 527. Grains and Oilseeds Stored on the Ground or in Facilities not Normally Used for Storage Additional questions were added to the December Agricultural Survey and the December Off Farm Grain Stocks Survey to measure the stocks of grains and oilseeds stored on the ground or in temporary facilities on December 1, 1999 and 2000. The following table reports the total bushels stored on the ground or in temporary facilities for corn, soybeans, sorghum, all wheat, barley, and oats. The portion of total stocks stored on the ground or in temporary facilities was; corn, 4.3 percent; soybeans, 1.2 percent; sorghum, 2.7 percent; all wheat, 1.0 percent; barley, 0.7 percent; and oats, 2.1 percent. Stocks of corn, oats, barley, all wheat, and soybeans stored on the ground or in temporary facilities on December 1, 2000 increased from the same time last year, while sorghum stocks fell from the same time last year. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included more than 72,000 operators selected from a list of producers that ensures all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain stored on their operations as of December 1, 2000. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 9,800 facilities with about 8.34 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the totals of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculations, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture. No revisions to these years will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey designs for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.7 percent for corn, 1.8 percent for soybeans, and 2.3 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 3.4 percent for corn, 3.6 percent for soybeans, and 4.6 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors for sorghum, barley, and oats are 5.1, 3.6, and 3.5 percent, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Survey indications are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
