Potatoes in storage accounted for 15 percent of the 2007 fall storage States' production, up 3 percentage points from last year. Disappearance from the start of harvest to June 1 was at 342 million cwt, 1 percent below last year but up 3 percent from 2006. Shrink and loss, at 24.6 million cwt, was down 4 percent from the same period in 2007 but up 4 percent from 2006. Processors have used 176 million cwt of the 2007 potato crop so far this season, down 3 percent from last year's season-to-date usage but up 5 percent from 2 years ago. Dehydrating usage accounted for 37.5 million cwt of the total processing, down 8 percent from last year but 10 percent above the same period in 2006. California's, Idaho's, Oregon's, and Washington's potato stocks were up 3, 17, 83, 133 percent from June 1, 2007, respectively, while Colorado's stocks were down 27 percent from a year ago. Wisconsin's potato stocks were down 6 percent from last year; North Dakota's stocks were 19 percent above 2007; and potato stocks in Nebraska were down 54 percent from the previous season. Minnesota's stocks increased 25 percent from the same date in 2007. Maines's potato stocks were 35 percent lower than last year. Reliability of June 1 Stocks Estimates To assist users in evaluating the reliability of the June 1 stocks estimate, the "Root Mean Square Error," a statistical measure based on past performance, is computed. The deviation between the June 1 stocks estimate and the final estimate is expressed as a percentage of the final estimate. The average of squared percentage deviations for the latest 9-year period is computed. The square root of the average becomes statistically the "Root Mean Square Error." Probability statements can be made concerning expected differences in the current estimate relative to the final end-of-season estimate, assuming that factors affecting this year's estimate are not different from those influencing recent years. The "Root Mean Square Error" for the June 1 stocks estimate is 8.1 percent. This means that chances are 2 out of 3 that the current estimate of 58.4 million cwt will not be above or below the final estimate by more than 8.1 percent or approximately 4.7 million cwt. Chances are 9 out of 10 (90 percent confidence level) that the difference will not exceed 14.0 percent or approximately 8.2 million cwt. The 9-year (1998-2006) record of differences between the June 1 stocks estimates and the final estimates averaged 2.4 million cwt, ranging from 8.5 million cwt above the final to 180,000 thousand cwt below the final. During the 9-year period, the June 1 estimate has been above the final estimate 4 years and below 5 years.
