Corn Acreage Up 1 Percent Soybean Acreage Up 2 Percent Corn growers intend to plant 80.8 million acres of corn for all purposes in 1998, up 1 percent from last year and 2 percent from 1996. If these intentions materialize, this would be the largest planted acreage since 1985. Expected acreages are down in most Corn Belt States, but up in the Dakotas, Minnesota, Texas, and the Southeast. Soybeans producers intend to plant 72.0 million acres in 1998, 2 percent above last year. If realized, this will be the largest planted area for soybeans on record. Of the 29 soybean producing states, 14 intend to plant more acres of soybeans in 1998, 12 intend to plant fewer acres, and 3 are unchanged from the previous year. Sorghum plantings are expected to total 9.02 million acres, down 11 percent from last year and, 32 percent below the 1996 total. The 1998 all wheat planted area is expected to total 67.0 million acres, down 6 percent from last year. This would be the lowest planted area in ten years. Durum wheat acres are expected to increase to 4.08 million acres, up 25 percent from last year and the highest since 1982. Higher prices relative to other spring crops are the main cause. Other spring wheat 1998 planted acres are expected to drop 16 percent from 1997 to 16.3 million acres, the lowest in eight years. Of the total, about 15.4 million acres are Hard Red Spring wheat. All cotton plantings for 1998 are expected to total 13.2 million acres, 4 percent below 1997 and 10 percent less than the 1996 acreage. The Delta region shows a 9 percent decrease from the previous year, while the Southeast is down 7 percent. Texas acreage is 100,000 acres above 1997, a 2 percent increase. Acreage of American-Pima cotton is up 6 percent from 1997, at 267,000 acres. Corn: Growers intend to plant 80.8 million acres of corn for all purposes in 1998, up 1 percent from last year and 2 percent from 1996. If these intentions materialize, this would be the larget planted acreage since 1985. Expected acreages are down in most Corn Belt States as farmers switch to soybeans. In the Dakotas and Minnesota, corn planting intentions are up from 1997 due to undesirable growing conditions for wheat. Despite wet weather thus far this spring, expected plantings are up in the Southeast and Texas. Sorghum: Growers intend to plant 9.02 million acres for all purposes during 1998. This is down 11 percent from last year and 32 percent below the 1996 total. Acreage declines are evident in most of the major producing States. Eleven States have fewer acres intended for sorghum while seven States are either indicating an increase or no change from the previous year. Texas with the largest decline is reducing sorghum acreage by 21 percent from 1997. Kansas with the largest acreage, at 3.5 million acres decreased 4 percent. Oats: Acres seeded and to be seeded by U.S. farmers for the 1998 crop year is expected to total 5.15 million acres, down fractionally from last years final seeded acres. If producers meet their expectations, acreage seeded would be the second lowest recorded since 1866, exceeding only the 1996 acreage of 4.66 million acres. Growers expect to harvest 3.06 million acres for grain in 1998, up 5 prcent from 1997. If intentions are realized, this would be the fourth smallest acreage harvested for grain on record. Winter Wheat: Seeded area for this year remains at 46.6 million acres, down 4 percent from 1997. Of the total, about 32.6 million acres are Hard Red Winter, 10.0 are Soft Red and 4.0 are White Winter. Several states ranging from Arkansas to South Carolina did not get all of the previously intended winter wheat in because of wet weather, a few Soft Red states got a little more planted than originally expected. Durum Wheat: Seeded area for 1998 should total 4.08 million acres, up 25 percent from 1997 to the highest level since 1982. Favorable prices relative to other spring wheat have pushed acreage expectations in both North Dakota and in Montana. Durum is planned in parts of central Montana; the state total acreage is the highest since 1981. Arizona and California seedings continued into February. Arizona's growers planted more acres than originally intended. Other Spring Wheat: Producers plan to seed 16.3 million acres this year, down 16 percent from last year's high level and at the lowest total since 1991. About 15.4 million of the prospective acres are Hard Red Spring and White Spring would be about 910,000 acres. Scab has plagued Minnesota fields five of the last six years. With the low prices growers are turning to other crops. Low prices and no moisture are a worry to Montana wheat farmers; some of the marginal and recrop land seeded the past couple of years will not likely go into production this year. North Dakota's acreage is down dramatically from last year. Downward price pressure has all but removed spring wheat from the Red River Valley. The 1997 South Dakota Hard Red Spring acreage included more than 200,000 acres of abandoned winter wheat seeded to spring; this year's intentions are in the low-normal acreage range. Barley: Growers intend to seed 6.78 million acres for 1998, down 2 percent from the 6.91 million acres seeded a year ago. Barley growers in Minnesota and North Dakota who have in recent years suffered with scab disease problem are decreasing seedings by 120,000 and 100,000 acres respectively. Montana on the other hand is increasing barley by 100,000 acres. Of the Twenty seven States that estimate barley acreage, ten States are seeding fewer acres, ten States are increasing acreage, and seven States are showing no change from 1997. Soybeans: Producers intend to plant 72.0 million acres in 1998, 2 percent above last year. If realized, this will be the largest planted area for soybeans on record. Of the 29 soybean producing states, 14 intend to plant more acres of soybeans in 1998, 12 intend to plant fewer acres, and 3 are unchanged from the previous year. Of the eight major producing states, the largest intended increases in planted acres for 1998 are in Illinois and Nebraska, both up 400,000 acres from 1997. Growers in Indiana, Minnesota, Nebraska, and Ohio, also intend to plant more acres in 1998, while Arkansas growers expect to plant fewer acres. Iowa remains unchanged from last year. Growers across the Southeast and Mid-Atlantic states, show a general decline in planted acres for 1998. Rice: Growers intend to plant 3.09 million acres, 1 percent above 1997 and 9 percent above 1996's planted area. Acreage increased or remained unchanged in 5 of the 6 major producing states, only Texas expects a decrease in acreage. Long grain acreage, representing 74 percent of the total, is up 1 percent from last year. Medium grain acreage also increased 1 percent above 1997 while area planted to short grain varieties rose 11 percent. Short grain varieties make up less than 1 percent of the rice total. Sunflower: Growers are expected to plant a total of 3.15 million acres in 1998 compared to 2.95 million acres last year, an increase of 7 percent. Acres intended for oil varieties at 2.60 million acres, are up 11 percent from 1997, while non-oil types estimated at 553,000 acres are down 8 percent. North Dakota growers intend to plant 1.75 million acres in 1998, up 19 percent from 1997. Growers in Colorado, Minnesota, and Nebraska also intend to plant more acres, while producers in Kansas, South Dakota, and Texas expect to plant fewer acres than last year. Flaxseed: Producers intend to plant 280,000 acres in 1998, an increase of 92 percent from 1997. Planting intentions show a significant increase in all three major producing states. Growers in North Dakota intend to double last year's planted acreage. Sweet Potatoes: Growers intend to plant 85,700 acres of sweet potatoes this year, down 1 percent from last year and 4 percent less than 1996. Lower planting expectations in Georgia, Mississippi, South Carolina and Texas more than offset increases in Alabama, California, and New Jersey. Louisiana and North Carolina acreages are the same as last year. Heavy rains have delayed planting preparations across the South from California to the Carolinas. California's planting progress is about two weeks behind normal because of February rains and wet fields. Texas's acreage is down 13 percent from last year. Wet weather has delayed planting progress in Louisiana and Alabama. Georgia's acreage is off sharply from last year, especially among larger, certified growers. North Carolina's acreage would have been higher except for poor monetary returns from last year by some growers. South Carolina and Virginia growers look for smaller acreage this year than last, but acreage in New Jersey should increase. Peanuts: Producers intend to plant 1.47 million acres of peanuts in 1998, up 3 percent from the 1997 planted acreage of 1.43 million acres and 5 percent above the 1996 level. Acreage increased or remained unchanged in all of the major producing states. Southeast growers (Alabama, Florida, Georgia, and South Carolina) expect to plant 840,000 acres, up 3 percent from 1997 and 1 percent above 1996. In the Virginia-North Carolina region, producers intend to plant 201,000 acres of peanuts this year. This represents a 3 percent increase from 1997 but a slight decrease from 1996. Growers in the Southwest (New Mexico, Oklahoma, and Texas) intend to plant 433,500 acres or 4 percent above last year and 17 percent above the 1996 level. The Texas acreage is expected to total 335,000 acres, up 16,000 acres from 1997. Dry Beans: Farmers intend to plant 1.94 million acres of dry beans in 1998, up 5 percent from both last year and two years ago. Growers in North Dakota and Minnesota are planning for substantially more acres of dry beans than last year. However, planting of dry beans is two to three months away, and plans could easily change during that time. For the major producing states, North Dakota farmers indicated the 1998 acreage of dry beans will be up 17 percent from last year to 700,000 acres. If plans are realized, this would be a record high planted acres, 100,000 acres more than the previous record set in 1995 and 1997. Likewise, in Minnesota dry bean acreage is pegged at 200,000 acres in 1998, 18 percent above 1997. Planted acreage in Nebraska, also at 200,000 acres, is expected to be 5 percent above last year. Michigan growers are planning on reducing their acreage of dry beans 5 percent in 1998 from 1997. These four states have over 70 percent of the total planted acres. Planted acres in the 13 other producing states are expected to be at or below 1997 levels. Diseases, such as scab in small grains in Minnesota and North Dakota, have growers looking for late season crops like dry beans for rotation. In Michigan, the decline in acreage is due in part to a surplus of navies. Growers may switch to black beans in 1998. In Nebraska, producers are considering dry beans as a replacement for sugarbeets. Some Idaho growers may switch from dry beans to forage crops to feed the growing dairy industry. California dry bean acreage is expected to decrease due to price declines in some varieties. Soil moisture is adequate and conditions are favorable for planting dry beans in Colorado. All Hay: Producers expect to harvest 60.7 million acres of hay in 1998, compared to 60.8 million acres in 1997. Acreage increases in 23 States were offset by the decreases in 16 States. California, up 7 percent, would have seen larger increases if not for flooding from heavy February rains. In 9 States, no change in the hay acreage is expected. Alfalfa producers in Minnesota are waiting to see how much winter kill will result from no snow cover and cold weather at the end of February and early March. Hay acreage may still see an increase as CRP land continues to come out of the program and back into cropland. Cotton: Area planted to all cotton for 1998 is expected to total 13.2 million acres, 4 percent below 1997 plantings, and 10 percent less than 1996's planted area. Upland acreage is expected to total 12.9 million acres, down 5 percent from last year and 10 percent below 2 years ago. Growers intend to increase their plantings of American-Pima cotton to 267,000 acres, up 6 percent from last year, and 3 percent above the 1996 level. Upland growers in the Delta States (Arkansas, Louisiana, Mississippi, Missouri, and Tennessee) intend to plant 3.13 million acres. This is a 9 percent decrease from 1997, and down 21 percent from two years ago. Texas and Oklahoma producers' planting intentions total 5.78 million acres, a 1 percent increase from 1997. Planting progressed slowly in the Coastal Bend and Rio Grande Valley in mid-March. Land preparations continued, with planting to begin as soil temperatures increased. The Southeast States (Alabama, Georgia, North Carolina, and South Carolina), intend to plant 2.73 million acres in 1998, a decrease of 7 percent from last year. Upland planted acreage in Arizona and California is expected to total 1.04 million acres, 13 percent less than 1997's level and 21 percent below the 1996 acreage. Arizona producers had seeded 5 percent of their acreage in mid- March, compared to 13 percent last year and the average of 7 percent. In California, planting began in the Desert areas and should begin in the San Joaquin Valley by late March. Irrigation water supplies are expected to be plentiful again this year, due to rains in January and February. California producers intend to increase American-Pima acreage in 1998 to 210,000 acres, 14 percent more than in 1997 and 27 percent above the 1996 level. Arizona acreage is expected to decrease by 7,000 acres to 15,000 acres. The Texas acreage is estimated at 30,000 acres, down 2,000 acres from last year, and New Mexico producers will reduce their acreage by 1,000 acres to 12,000 acres. Tobacco: The Nation's all tobacco for harvest in 1998 is estimated at 733,780 acres, down 8 percent from 1997. A large reduction in Flue- cured acreage is offset somewhat by increased acreage of Fire-cured and Air- cured tobacco, while cigar type tobacco acreage remains constant. The extremely wet weather has delayed transplanting in many areas but will prove beneficial during the summer with replenished subsoil moisture. Flue-cured acreage, at 386,500 acres, is 15 percent below a year ago. Flue- cured tobacco accounts for 53 percent of this year's total tobacco acreage. Burley acreage, at 305,100 acres, is up 2 percent from last year. Tennessee and Virginia expect burley acreage to increase slightly this year, while all other States expect their burley acreage to remain close to 1997 levels. Maryland type tobacco acreage is estimated at 10,200 acres, down 7 percent from last year. Wisconsin growers expect to harvest 2,200 acres of binder types, down 14 percent from last year. Fire-cured tobacco acreage, at 16,990, is up 1 percent from 1997. Dark Air- cured tobacco acreage is up 14 percent from last year, at 4,520 acres. Acreage of Connecticut and Massachusetts Broadleaf tobacco, at 2,120 acres, is up 10 percent from last year. Allotments for this type were discontinued in the 1980's but are currently up for reinstatement. A "yes" vote would significantly reduce the acres to be harvested in 1998. Sugarbeets: Area planted to sugarbeets is expected to total 1.5 million acres in the 12 producing states. If grower's intentions are realized, planted acreage will be 2.6 percent above last year. Acreage has been increasing steadily in North Dakota and Minnesota in recent years and growers in both states will set new records for planted acres if intentions are met. The acreage in Washington is expected to more than double as a new processing plant is expected to become operational this fall. No acreage is expected in Texas and New Mexico due to the closure of the processing plant in Texas. Reliability of Acreage Data in this Report Survey Procedures: The acreage estimates in this report are based primarily on a survey conducted the first two weeks of March. The March Acreage Intentions Survey is a probability survey that includes about 57,000 operators selected from a list of producers that ensure all operations in the U.S. have a chance to be selected. These operators were contacted by mail, telephone, or personal interviews, to obtain information on crop acreage planned for the 1998 crop year. Three basic survey estimates are calculated from the March Intentions Survey. One is called the direct expansion of the reported survey data. The reported acreage for each farm in the sample is multiplied times its chances of being included in the survey. The largest farms are selected with certainty, so their data are multiplied by 1.0. The smallest farms are selected with rates of 1 out of approximately 100. Their data are therefore multiplied by approximately 100.0. The second is a ratio of acreage reported by operators on the March survey to acreage reported by the same operators in 1997 surveys. This provides a measure of change by crop between 1997 and 1998. The direct expansion for the March survey is divided by the direct expansion from the 1997 survey to obtain an additional measure of change. This third estimate utilizes data from all operators reporting on either survey. Estimating Procedures: National and State data for individual crops were reviewed for reasonableness and consistency with general cultural practices, economic factors, and historic estimates. Each State Statistical Office submits its analysis of the data to the Agricultural Statistics Board for review. Survey data are compiled to the National level and are reviewed at this level independently of each State's review. Acreage estimates were based on survey estimates and the historical relationship of official estimates to survey estimates. Revision Policy: Acreage estimates in the "Prospective Plantings" report will not be revised. These estimates are intended to reflect grower intentions as of the survey period. New acreage estimates will be made based on surveys conducted in June when crop acreages have been established or planting intentions are firm. These new estimates will be published in the "Acreage" release scheduled for June 30, 1998. Winter wheat is an exception. Since winter wheat acreages were seeded prior to the March survey, any changes in estimates in this report are considered revisions. The estimates of the harvested acreage of winter wheat will be published on May 12, 1998, along with the first production forecast of the crop year. The winter wheat planted and harvested acreage is subject to revisions in the "Acreage" report. Reliability: The survey used to make acreage estimates is subject to sampling and non-sampling type errors that are common to all surveys. Sampling errors for major crops generally are between 1.0 and 3.0 percent. Sampling errors represent the variability between estimates that would result if many different samples were surveyed at the same time. Sampling errors cannot be applied directly to the acreage published in this report to determine confidence intervals since the official estimates represent a composite of information from more than a single source. Non-sampling errors cannot be measured directly. They may occur due to incorrect reporting, and/or recording data, omissions or duplications, and errors in processing. To minimize non-sampling errors, rigorous quality controls are used in the data collection process and all data are carefully reviewed for consistency and reasonableness. In addition to the survey errors discussed above, data users are cautioned that the actual acreage estimates may vary from data included in this report. Growers may change their intentions after the survey because of the effects of weather, availability of production inputs, change in economic conditions prior to planting, and the implications of this report. A method of evaluating the reliability of acreage estimates in this report is the "Root Mean Square Error", a statistical measure based on past performances shown below for selected crops. This is computed by expressing the deviations between the planted acreage estimates and the final estimates as a percent of the final estimates and averaging the squared percentage deviations for the 1978-1997 20-year period; the square root of this average becomes statistically the "Root Mean Square Error". Probability statements can be made concerning expected differences in the current estimates relative to the final estimates assuming that factors affecting this year's estimate are not different than those that occurred during the past 20 years. For example, the "Root Mean Square Error" for the corn planted estimate is 2.3 percent. This means that chances are 2 out of 3 that the current acreage estimate of 80.8 million acres will not be above or below the final estimate by more than 2.3 percent or approximately 1.86 million acres. Chances are 9 out of 10 (90 percent confidence level) that the difference will not exceed 4.0 percent or approximately 3.23 million acres. Also, shown in the table is a 10-year record for selected crops of the difference between the "Prospective Plantings" planted acres estimates and the final estimates. Using corn again as an example, changes between the intentions estimates and the final estimates during the past 10 years have averaged 1.23 million acres ranging from 167,000 acres to 4.08 million acres. The prospective plantings estimates have been below the final estimate 3 times and above, 7 times. This does not imply that the planted estimate this year is likely to understate or overstate the final estimate.
