HDR101380000002 WASDE - NARRATIVE WASDE-303 - June 12, 1995 HIGHLIGHTS With planting of 1995/96 crops still underway in the Northern Hemisphere and several months away in the Southern Hemisphere, early-season projections in this report are highly tentative. Methods used to project U.S. acreage and yields are noted in the footnotes of each table. Today's National Agricultural Statistics Service forecasts are used for U.S. winter wheat. Projected area for corn, soybeans and spring wheat and projected yields for corn and soybeans have been adjusted this month to reflect unfavorable weather conditions. WHEAT: Projected 1995/96 U. S. ending stocks of wheat are down 33 million bushels from last month because of smaller supplies. Projected production is down 63 million bushels from last month, with the survey-based winter wheat forecast down 30 million bushels. A smaller spring wheat crop is projected because of lower planted and harvested area. Smaller total wheat production will be partially offset by higher forecast carryin stocks. The projected price range is up 10 cents on each end to $3.35 to $3.75 per bushel. Projected 1995/96 global wheat stocks are up slightly from last month, but still slightly below a year earlier. Global production is down slightly as larger crops in the Ukraine, Australia and Pakistan largely offset smaller output in China and the United States. Global imports are up slightly, with imports up 1 million tons for China but down 500,000 tons for Pakistan. Australia's exports are projected up 1 million tons from last month. COARSE GRAINS: The outlook for U.S. 1995/96 feed grains is for smaller supplies, use and stocks than last month. The U.S. 1995/96 corn crop is projected at 7.9 billion bushels, down 700 million from last month and 2.2 billion from the 1994 record. Prolonged wet conditions in the Midwest are expected to prevent some plantings and have delayed others. Historical relationships indicate that late plantings result in lower yields. Projected 1995/96 ending stocks are down 250 million bushels from last month as the lower crop is partially offset by reduced domestic use and exports. The projected price range for corn is up 15 cents on each end to $2.45 to $2.85 per bushel. Global 1995/96 coarse grain production, use and stocks are down sharply from last month, largely because of the smaller U.S. corn crop. Foreign output is projected down slightly from last month, as a smaller barley crop in Ukraine more than offsets a larger corn crop in Argentina and larger coarse grain crops in Eastern Europe. Global 1995/96 ending stocks are the lowest since 1975/76. RICE: U.S. exports in 1994/95 are estimated at a record 92 million cwt, up 5 million from last month, reflecting continued strong long-grain sales and shipments to date. Ending stocks are lowered by the same amount. Domestic and residual use for 1994/95 is lowered for long-grain rice but raised the same amount for medium/short grain rice. Ending stocks for long- grain and medium/short grain rice are both reduced from a month ago. For 1995/96, long-grain exports are raised 2 million cwt this month because of larger available supplies and a projected continuation of competitive prices. Domestic and residual use are lowered 5 million cwt for long-grain rice and raised the same amount for medium/short grain rice. Projected ending stocks in 1995/96 are reduced 7 million cwt. The 1994/95 price range is narrowed 10 cents on each end to $6.65-$6.75 per cwt and the projected range for 1995/96 is narrowed 25 cents on each end to $6.50-$7.50 per cwt. Global production, consumption and exports in 1994/95 are increased largely because of China. China's production, imports and consumption are increased from last month, while ending stocks are lowered. Global supply and use in 1995/96 is changed slightly from last month. OILSEEDS: U.S. oilseed production for 1995/96 is projected at 71.6 million tons, up 0.3 million from last month but off 9.3 million from last year. World oilseed production prospects for 1995/96 are unchanged from last month at 251 million metric tons. U.S. soybean output is projected at 60.2 million tons (2,210 million bushels), up 0.3 million tons (10 million bushels) from a month ago. Excessive moisture and flooding in the Midwest have sharply slowed planting progress for summer crops. Some intended grain plantings will not be planted while some will be switched to soybeans. Conditions as of early June point to about 1 million more acres of soybeans than projected last month. Late soybean plantings are expected to cut yields to 36.0 bushel per acres, down 0.5 bushels from last month. U.S. soybean and soybean meal export prospects have improved for both 1994/95 and 1995/96. Tighter global and U.S. feed grain supply and use balances are expected to boost grain prices relative to oilseeds, encouraging use of more non-grain feeds, particularly in the EU, and providing incentives to some Southern Hemisphere countries to plant more grains and less oilseeds in the fall of 1995. U.S. soybean ending stocks are reduced this month for both 1994/95 and 1995/96. Stocks for 1995/96 are lowered 25 million bushels to 355 million bushels. Season-average soybean prices in 1995/96 are raised 15 cents to a projected $5.25 to $6.25 per bushel, compared with $5.45 per bushel in 1994/95. Soybean meal prices are up slightly from last month to $160 to $185 per short ton, while soybean oil price prospects are unchanged. SUGAR: U.S. sugar production in fiscal year 1995/96 is projected at 7.68 million short tons, raw value, down 20,000 tons from last month's forecast, and 3.8 percent less than the revised 1994/95 estimate. Downward revisions in both seasons are caused by smaller than anticipated sugar production in Hawaii and slight revisions to cane sugar production in other regions. Forecasts of beet sugar output are unchanged. Cane sugar production forecasts for fiscal year 1995/96, with 1994/95 in parentheses, in thousands of short tons, are: Florida 1,800 (1,726), Hawaii 460 (500), Louisiana 900 (1,020), Puerto Rico 40 (45), and Texas 130 (142). The 1994/95 harvest is complete in all cane regions except Hawaii. For 1994/95, imports under the refined sugar reexport programs, included in "other imports," are reduced 75,000 tons to 225,000 tons. Imports under the reexport programs in 1995/96 are increased by the same amount to 825,000 tons. Program participants are deferring imports to take advantage of lower raw-sugar futures prices for 1996. Imports under quota and ending stocks for 1995/96 will be projected after the tariff rate quota for sugar is announced. LIVESTOCK, POULTRY, DAIRY: U.S. meat production this spring has been slightly larger than expected, primarily as a result of larger than anticipated cattle slaughter. The second- quarter beef production estimate is up 150 million pounds from last month. Pork production has been above expected levels, and the June 30 Hogs and Pigs report will give a reading on supplies during the coming months. Rising feed costs are a major uncertainty in the meat supply outlook. The turkey production projection for 1996 is lowered slightly as producers are already operating at near break-even levels. Output projections for the other meats in 1996 are unchanged. Meat exports continue to outpace expectations. First- quarter 1995 exports were 91 million pounds larger than expected with 68 million pounds of this being broilers. The broiler export forecast is boosted by more than 300 million pounds in both 1995 and 1996. Both foreign and domestic demand for butter is surpassing expectations. International butter prices have moved above domestic prices and butter is being exported without subsidy. Butter prices are expected to remain high enough through next year for U.S. commercial exports of butter to continue. The commercial use estimate for milk (milk equivalent, milkfat basis) for 1995/96 is boosted this month and the estimate of CCC net removals of butter is dropped to a low level. Skim solids use is not showing similar strength, and the CCC net removals estimate for nonfat dry milk is up from last month. COTTON: See page 25 for highlights.
