HDR101380000002 WASDE - NARRATIVE WASDE-304, July 12, 1995 HIGHLIGHTS This report adopts U.S. acreage and production forecasts for winter wheat, durum, other spring wheat, barley and oats released today by the National Agricultural Statistics Service (NASS). For other crops, area estimates reflect the June 30 NASS Acreage report. Yields for these crops reflect time series analysis and judgment. As such, these projections remain highly tentative. Survey-based area, yield and production forecasts reported by NASS will be adopted in the August 11 issue of this report. WHEAT: Projected U.S. 1995/96 ending stocks of wheat are down 31 million bushels from last month and the lowest since 1973/74. Forecast production is down 72 million bushels from last month, largely because of lower winter wheat yields. The lower crop results in a reduction of 50 million in projected exports. With the tighter U.S. and global supply and use balances, the projected price range is up 30 cents on each end to $3.65 to $4.05 per bushel. Projected 1995/96 global wheat stocks are down from last month and at the lowest level since 1975/76. Projected foreign production is down almost 3 million tons from last month, largely because of smaller crops in China and Canada. These countries, along with the United States, account for most of the drop in projected 1995/96 global ending stocks. COARSE GRAINS: Projected U.S. 1995/96 feed grains supplies, use and ending stocks are down from last month. The U.S. 1995/96 corn crop is projected at 7,785 million bushels, down 115 million bushels from last month because of lower harvested acreage. Projected 1995/96 ending stocks of corn are down 23 million bushels from last month as the smaller crop and lower forecast carryin stocks are largely offset by reduced feed and residual use. The projected price range for corn is up 10 cents on each end to $2.55 to $2.95 per bushel. Global 1995/96 coarse grain production and use are down from last month, largely because of the smaller U.S. corn crop and a smaller coarse grain crop in Russia. Projected 1995/96 global coarse grain stocks are up marginally from last month, but are still the lowest since 1975/76. RICE: The projected U.S. 1995/96 crop is raised slightly from last month primarily because of an increase in area. Long-grain exports for 1995/96 are projected up from last month because of the increase in supply and continued strong import demand in Latin America, the Middle East and Europe. Ending stocks for 1995/96 are projected down from last month. Global rice production in 1995/96 is projected at a record and nearly the same as 1994/95 and last month's trend-based projection. A further reduction in global stocks is projected in 1995/96 as consumption exceeds production for the fifth consecutive year. India and China account for most of the stocks decline. World trade is projected to decline from the 1994/95 record, largely because of smaller imports by Bangladesh, China and Indonesia. OILSEEDS: U.S. oilseeds production for 1995/96 is projected at 72.6 million tons, up 1 million tons from last month but off 8 million from last year. Higher acreage prospects for soybeans reflect a shift in acreage to oilseeds from grains because flooding prevented timely planting of grain crops. U.S. soybean planted area is up 0.4 million acres from last month and up 1.6 million from the March Planting Intentions. Soybean production is projected to reach 2.24 billion bushels, up 30 million from last month, as yield prospects remain unchanged. World oilseed production is projected at 253.6 million tons, up from the preliminary 251 million indicated last month but off 6 million from last year. Most of the year-to-year decline is in soybeans, off about 10 million tons to 127.5 million, because of lower crop prospects in the United States, Brazil and China. Brazil s area is expected to drop as reduced grower returns in 1995 discourage new-crop plantings. China s crop area is expected to drop as higher relative prices for grain crops bid away soybean acres. Substantial world production gains are projected for other oilseed crops, with rapeseed and cottonseed up by about 2 million tons each and sunflowerseed up nearly 1 million tons. Peanuts are projected down, with declines mainly in India and China. The U.S. supply/use balance for soybeans in 1995/96 is projected tighter this month because of stronger export prospects for both 1994/95 and 1995/96 that more than offset this month s larger crop forecast. U.S. exports of both soybeans and soybean meal in 1994/95 have benefited from strong usage in the EU, which accounts for nearly half of the rise in 1994/95 foreign soybean crush. Delayed Brazilian export marketings also have aided U.S. exports in 1994/95. U.S. exports are projected to drop slightly in 1995/96 as larger Brazil old-crop marketings compete with U.S. exports this fall and a larger Indian soybean crop shares some of the anticipated demand growth in Asian markets. With U.S. 1995/96 ending stocks projected to decline to a more normal 325 million bushels, U.S. season-average farm prices will be given a boost. Projected prices of $5.50 to $6.50 per bushel are up 25 cents from last month and compare to $5.45 per bushel in 1994/95. Soybean meal prices are raised to $165 to $195 per short ton while soybean oil is projected higher at 24.5 to 29.0 cents per pound. SUGAR: U.S. sugar production in fiscal year 1995/96 is projected at 7.68 million short tons, raw value, unchanged from last month s forecast, and 3.8 percent less than the 1994/95 estimate. U.S. imports of sugar under the tariff-rate quota in 1994/95 are increased to take account of the reallocation of quota shortfall. The increased quota imports, along with adjustments in the forecasts for other imports and for exports, raise the 1994/95 ending stock forecast by 116,000 tons. LIVESTOCK, POULTRY, DAIRY: The recent Hogs and Pigs report suggests that pork production will be a little larger than previously forecast. The production forecast for 1995 is up slightly from last month and 300 million pounds are added to output for 1996. Poultry output is falling below expectations and rising feed costs likely will hold production below the previously forecasted levels. Both the broiler and turkey production forecasts for 1995 and 1996 are down slightly from last month. The U.S. total red meat and poultry production forecast for 1995 is down slightly from last month while 1996's output is a little higher. Milk production is falling short of expectations, largely as a result of weaker output per cow in the western regions. The production estimate for 1994/95 is lowered 0.8 billion pounds. The commercial use estimate, on a milkfat basis, also is lowered 0.8 billion pounds. With prices slightly higher than expected, the estimate for 1994/95 is raised.
