HDR101380000002 WASDE - NARRATIVE WASDE-306, September 12, 1995 NOTE: Tables 19, 20, and 21 have been corrected from today's original release. WHEAT: Forecast U.S. 1995/96 production is down 40 million bushels from last month because of lower spring wheat yields. However, projected ending stocks are down only 16 million bushels because of a reduction in feed and residual use. The projected price range is up 25 cents on the low end and 15 cents on the high end to $3.90 to $4.20 per bushel. Global 1995/96 supply, use, and ending stocks projections are down from last month, largely because of reduced crop prospects in Argentina, Kazakhstan, Russia, and the EU-15. The resulting smaller exportable supplies normally would be largely offset by increased exports from other countries. However, supplies are very tight for the other exporters, including the United States. Thus, several importers are expected to react to the reduced availability and higher prices by reducing consumption and/or drawing down stocks. COARSE GRAINS: Projected U.S. 1995/96 feed grains supplies, use, and ending stocks are down from last month. The U.S. corn crop is forecast at 7.832 billion bushels, down 290 million from last month. Projected 1995/96 ending stocks of corn are down only 57 million bushels as the smaller crop is largely offset by reduced domestic use. The projected price range for corn is up 10 cents on each end to $2.55 to $2.95 per bushel. Projected 1995/96 global coarse grain supplies, use, and ending stocks are down from last month. Foreign production is down around 10 million tons, with prospective output lower in Ukraine, Russia, Canada, and several other countries. Much of the drop in projected 1995/96 ending stocks is also in Ukraine, Russia and Canada, although most of the reduction in Canada's stocks is because the reported 1995/96 carryin stocks were much lower than forecast last month. RICE: U.S. 1995/96 supplies are projected lower this month because of slightly lower carryin stocks and a reduced crop. Unfavorable August weather lowered the U.S. rice yield forecast 111 pounds per acre from last month, reducing production 2 percent from last month and 8 percent from last year's record crop. With projected domestic use and exports unchanged from last month, ending stocks are reduced 14 percent. The projected 1995/96 U.S. price range is raised 25 cents on each end to $6.75-$7.75 per cwt, reflecting tighter domestic supplies and projected stronger world prices. With reported 1994/95 ending stocks slightly lower than forecast last month, domestic and residual use is increased. Projected 1995/96 global rice production and ending stocks are up from last month while exports are unchanged. Larger crops in India and Taiwan more than offset smaller projected crops for South Korea, North Korea, and the United States. OILSEEDS: U.S. oilseed production for 1995/96 is forecast at 73.2 million tons, up slightly from last month but down 7.7 million tons from 1994/95. A larger U.S. soybean crop offsets declines in peanuts and cottonseed. The U.S. soybean crop, forecast at 2.28 billion bushels, is 39 million bushels above last month's level as the yield forecast is raised to 37.0 bushels per acre. The larger crop is partly offset by lower carryin stocks, increasing U.S. soybean supply for 1995/96 by 14 million bushels. U.S. 1995/96 soybean carryover stocks are up slightly from last month to 330 million bushels. Late-season strength in U.S. soybean and product exports led to a cut in 1994/95 carryover stocks. Exports were aided mainly by slow export marketings by both Brazil and Argentina and by modest upward revisions in import demand by Western Europe and some Asian markets. U.S. soybean crush for 1995/96 is forecast higher this month. Exports are unchanged as prospective record soybean inventories as of September 30 in South America are expected to offer stiff competition for U.S. exports, particularly in the September to December period. In addition, foreign oilseed production prospects are slightly higher this month at 182.7 million tons, mainly because of larger rapeseed and sunflowerseed crops. Rapeseed and sunflowerseed crop prospects are raised for Western and Eastern Europe, Canada, and Russia. Season-average soybean prices are unchanged at $5.50 to $6.50 per bushel. Soybean meal prices are unchanged at $165 to $190 per short ton and soybean oil prices are unchanged at 24.5 to 29.0 cents per pound. SUGAR: U.S. sugar production in fiscal year 1995/96 is projected at 7.65 million short tons, raw value, unchanged from last month's forecast, and 4.2 percent less than 1994/95. The forecast is based on sugar beet and sugarcane production forecasts in today's Crop Production report. For 1994/95, imports of sugar under the tariff rate quota are raised to account for the third reallocation of the shortfall and for early arrival of imports under the 1995/96 tariff rate quota (TRQ). The revisions raise forecast 1994/95 ending stocks by 100,000 tons. Imports under the TRQ in 1995/96 are reduced to account for the early entries. LIVESTOCK, POULTRY, DAIRY: The red meat and poultry production forecast for 1995 is down slightly from last month. Pork and broiler production this summer have been slightly less than expected, probably because of heat stress. The 1996 production outlook is unchanged from last month and year-over-year increases of about 4 percent are still forecast. Beef and pork export forecasts are raised this month. Exports are exceeding expectations and prospects point to continued strong demand in several importing countries through 1996. First-half 1995 beef exports were up 9 percent from a year earlier while pork exports were up 74 percent. The beef import forecast for 1996 is raised slightly this month. Recent reports indicate that exportable supplies in several countries will be larger next year. The milk production estimate for 1994/95 is reduced slightly and the 1995/96 forecast is raised. Output per cow has been less than expected, partially as a result of heat stress, and the number of cows has stayed at higher than anticipated levels. The lower output per cow this summer is more than offsetting the larger number of cows, but output per cow is expected to recover as temperatures moderate and result in more milk produced next year. Near-term milk prices likely will be a little higher than previously expected and longer term prices a little lower.
