WASDE-313 - April 11, 1996 WHEAT: Forecast U.S. 1995/96 ending stocks are down 41 million bushels from last month to the lowest level since 1947/48. Forecast exports are up 25 million bushels based on sales and shipments to date. Also, imports are 5 million bushels below last month. Domestic food use is up 10 million bushels because of a stronger than expected mill grind in recent months and seed use is up 1 million bushels. The projected price range for wheat is up 5 cents on the low end to $4.45 to $4.50 per bushel. Projected 1995/96 global supply, use, trade, and ending stocks are up from last month. Many of the changes for 1995/96 and 1994/95 are in the countries of the former Soviet Union (FSU). Forecast 1995/96 wheat imports for Russia are up 500,000 tons, with a corresponding increase in Kazakhstan exports. COARSE GRAINS: Projected U.S. 1995/96 ending stocks of corn are down 45 million bushels from last month because of higher domestic use. The forecast feed and residual use is up 100 million bushels because the March 1 stocks estimate implied greater than expected feed and residual use for the December-February quarter. However, this increase is partially offset by a 55-million-bushel reduction in industrial use as ethanol producers cut output. The forecast price range for corn is up 5 cents on the low end and down 5 cents on the high end to $3.10 to $3.20 per bushel. Global 1995/96 global coarse grain supply, use, trade, and ending stocks are up marginally from last month. Many of the changes are in the FSU and Africa. South Africa's corn crop and local marketing year exports are each up 500,000 tons from last month. However, the additional exports are expected to occur after the end of the U.S. 1995/96 September-August marketing year. There are several other changes in global corn trade, but they are largely offsetting. Forecast imports are up for Mexico and Turkey, but lower for Russia, Brazil, and Algeria. RICE: Projected U.S. exports in 1995/96 are lowered 4 million cwt from last month because of the slower-than-expected pace of exports through the end of March. As a result, ending stocks are raised 4 million cwt. The projected price range is narrowed 20 cents on each end to $8.70 to $9.10 per cwt. Projected 1995/96 global rice supply and use are nearly unchanged from last month. OILSEEDS: U.S. soybean stocks for 1995/96 are lowered this month as the soybean export forecast is lifted to 825 million bushels, up 15 million from last month but off slightly from last year. Import demand by China for both soybeans and soybean meal has increased while Brazil's prospective soybean exports are reduced to 3.1 million tons. Rising use and a reduced soybean crop estimate of 14 million tons, down 0.5 million tons from last month and 2 million tons from last year, raise China's import needs. U.S. soybean crush is reduced 10 million bushels this month to 1,360 million bushels while other uses are increased 5 million bushels reflecting larger than expected 1996/97 area indications and greater seeding needs. The U.S. crush reflects lowered export prospects for both soybean meal and soybean oil. Soybean oil stocks are lower this month as a smaller crush and a reduced oil extraction rate cut production by more than the drop in export use. Forecasts are also reduced for sunflowerseed oil and cottonseed oil exports and sunflowerseed crush. U.S. season-average prices for soybeans are unchanged at $6.60 to $7.00 per bushel while prices for soybean meal and soybean oil are lifted to a range of $215 to $235 per short ton and 23.5 to 25.0 cents per pound, respectively. SUGAR: The latest increase in the tariff rate quota plus other minor changes add 248,000 short tons, raw value, to forecast sugar stocks at the end of fiscal year 1995/96. Cane sugar production in Florida, completed during March, is 1.77 million tons, 30,000 tons less than last month's estimate. Imports under the refined sugar reexport program are reduced 30,000 tons, and exports are down 80,000 tons from last month. A revision in the balance for 1994/95 raises this season's beginning stocks slightly. LIVESTOCK, POULTRY, AND DAIRY: The U.S. red meat and poultry production forecast for 1996 is reduced about 600 million pounds this month. The March 29 Hogs and Pigs report showed a smaller than anticipated inventory, partially because the estimate for December 1, 1995 was revised downward. The pork production forecast for 1996 is reduced 475 million pounds and now shows only a slight increase over the 1995 level. Forecast broiler production for the last half of 1996 is reduced 150 million pounds as producers slow output in response to rising feed costs. With the tighter pork and broiler supplies now forecast, the hog and broiler price forecasts are raised. Forecast milk production for 1995/96 is reduced slightly this month as rising feed costs will hold production a little below previously anticipated levels. Milk prices are not showing as much seasonal weakness as expected and the forecast for the remainder of this year is raised. COTTON: See page 25 for highlights. Estimates of cotton and citrus production will be included in the 8:30 a.m. Crop Production report. Remaining 1996 release dates for these two reports are: May 10, June 12, July 12, Aug. 12, Sept. 11, Oct. 11, Nov. 12, and Dec. 12. Release time for the Cotton Ginnings report also will change to 8:30 a.m. beginning in May. The Cotton Ginnings report will be issued 8:30 a.m. on May 10, Aug. 12, Sept. 11 and 27, Oct. 11 and 25, Nov.12 and 26, and Dec. 12 and 23.
