WASDE-355 October 8, 1999 WHEAT: U.S. 1999/2000 ending stocks of wheat are up 87 million bushels from last month because of lower use and higher supplies. The wheat crop estimate of 2,318 million bushels (published in the September 30 Small Grains report) is up 11 million bushels from the September 10 forecast. Projected feed and residual use is down 75 million bushels from last month because September 1 stocks indicated that use in the June-August quarter was sharply below expectations. The projected price range for wheat in 1999/2000 is down 10 cents on the top end to $2.45 to $2.65 per bushel. Projected global 1999/2000 wheat production and ending stocks are up from last month, with the United States accounting for most of the change. COARSE GRAINS: Projected U.S. 1999/2000 ending stocks of corn are up 183 million bushels from last month because of larger supplies. Corn production is forecast at 9,467 million bushels, up 86 million bushels from last month. In addition, the reported carryin stocks are up 97 million bushels from last month's forecast. Projected feed and residual use of corn is down 75 million bushels from last month because of lower-than-expected use in 1998/99 and expectations that livestock feed demand in 1999/2000 will be little changed from a year earlier. Offsetting the lower domestic use is a 75-million-bushel rise in exports because of a very strong early-season pace of sales and shipments and higher global imports. The projected price range for corn is down 10 cents on each end to $1.65 to $2.05 per bushel. Projected 1999/2000 global coarse grain production, trade, and ending stocks are up from last month. Foreign production is higher, led by increases for China and South Africa corn (both due to higher area) and Sudan sorghum. The United States and China account for most of the rise in projected global ending stocks. RICE: The U.S. 1999/2000 rice crop is projected at a record 212.3 million cwt, up slightly from last month because of an increase in harvested area. Average yield is estimated at 5,945 pounds per acre, down slightly from a month ago. Exports for 1999/2000 are projected at 82 million cwt, down 3 million cwt from last month, because of stiffer competition and the slower than expected pace of exports to date. Ending stocks are projected at 50 million cwt, up from last month and more than 28 million cwt above the 1998/99 level. Slight changes are made to the import and export estimates for 1998/99 based on U.S. Census data. Global 1999/2000 rice production, consumption, exports, and ending stocks are raised from a month ago. The increase in global rice production to a record 393.5 million metric tons is due primarily to larger crops projected for India, Taiwan, and Vietnam, partially offset by a smaller crop projected for Brazil. India's 1999/2000 rice crop is raised to a record 85.5 million metric tons, up 1 million metric tons from last month. Projected 1998/99 and 1999/2000 rice production and exports for Vietnam are raised from last month. OILSEEDS: U.S. oilseed production for 1999/2000 is forecast at 83.8 million metric tons, off 2.7 million tons from last month and down slightly from last year. Reductions are mainly in cottonseed and soybeans. The U.S. soybean average yield, at 37.0 bushels per acre, is off 0.9 bushels from last month's forecast and is below 4 of the past 5 years. Soybean area is reduced 0.5 million acres this month due to abandonment, mostly in Southern States. U.S. soybean production is forecast at 2,696 million bushels, off 82 million bushels from a month ago. The lower crop and a reduction in carryin stocks, partially offset by reductions in soybean crush and export prospects, result in a reduction of a 75 million bushels in carryover stocks, to 385 million bushels. U.S. soybean meal and soybean oil exports for 1999/2000 are unchanged this month. Lower import demand by China is largely offset by increased vegetable oil import demand by India and increased demand for soybean meal for other Asian countries. U.S. soybean meal use prospects are lowered slightly this month. Soybean oil use prospects are a little stronger, based on upward revisions to 1998/99 vegetable oil use. U.S. season-average soybean producer prices are projected at $4.75 to $5.25 per bushel, up 20 cents per bushel from last month. Soybean meal prices are slightly higher at $145 to $170 per short ton. Soybean oil prices also are slightly higher than last month, at 16.75 to 19.25 cents per pound. Global oilseed production is projected at a record 295.5 million metric tons, down 1.0 million tons from last month, but up 3.5 million tons from last year. Foreign production at 211.8 million tons is up 1.7 million from a month ago to a new high. Gains are mostly in soybeans, up 1.1 million tons, with larger crops in China and Argentina partly offset by reductions in Bolivia and India. Sunflowerseed production is up 0.7 million from last month and rapeseed production is up 0.4 million tons. Peanut output is lowered for India and Argentina. Changes in global trade and consumption for oilseed products are relatively minor. Protein meal use is forecast a little stronger in some Asian countries. SUGAR: U.S. sugar production for fiscal year 1999/2000 is projected at 8.92 million short tons, raw value, up slightly from last month and 7 percent above the estimated 1998/99 level. Beet sugar production is increased 30,000 tons, due to higher forecast U.S. average sugarbeet yields. Announced refined sugar imports under the tariff rate quota (TRQ) are 66,139 tons. The raw sugar TRQ has not been announced. Minor changes to 1998/99 supply reflect preliminary fiscal-year import data. The 1998/99 season-ending stocks-to-use ratio is 14.7 percent, virtually unchanged from last month. LIVESTOCK, POULTRY, AND DAIRY: Total U.S. meat production in 1999 is forecast record large. In 2000, red meat production declines will more than offset gains in broiler production. Pork supply and use forecasts are virtually unchanged from last month. The September Cattle on Feed Report indicated higher than expected placements of cattle during August. As a result, beef production forecasts for the remainder of 1999 and 2000 are increased. U.S. beef import forecasts are raised for both years, while 1999 beef exports are reduced due to lower than expected beef sales to Russia in the fourth quarter. Broiler export forecasts through the second quarter of 2000 are raised as sales to Asia are expected to be strong. Dairy supply and demand estimates are little changed from the previous month. Milk production is expected to continue to expand in 1999/2000 as producers respond to recent high milk prices and moderate feed costs. The 1999/2000 milk prices forecast is lowered from last month. COTTON: The U.S. cotton outlook shows sharply lower production, offtake, and ending stocks relative to last month. The production forecast is reduced 6 percent, due to lower estimates in a number of States, including a 400,000-bale loss in the North Carolina crop from Hurricane Floyd. Domestic mill use is reduced based on weakness in the recent monthly mill use rates which, in turn, reflect poor retail demand, especially for denim. The export estimate is also reduced this month, the result of lower U.S. supplies and larger foreign export prospects. Ending stocks are now forecast at 4.7 million bales, down 700,000 bales from last month. The world cotton forecasts include lower production and ending stocks this month, as a result of the lower U.S. production, partially offset by increases for India, Pakistan, Turkey, Turkmenistan and other countries. World consumption and exports are virtually unchanged; the export forecast includes higher exports for China and Pakistan and lower exports for the United States, Australia, and Uzbekistan.
